PRSR 10-14-15 City of E Meeting of the Elk River Parks and Recreation Commission River Held at the Elk River City Hall Wednesday, September 9, 2015 Members Present: Chair Anderson,Commission members Ahlness,Holmgren, Kallemeyn,Niziolek,Nystrom,and Sagan Council Liaison: Ms.Wagner Staff Present: Parks and Recreation Director,Michael Hecker,Recreation Manager, Steve Benoit, and Recreation Coordinator,Tonya Love I. Call Meeting to Order Pursuant to due call and notice thereof,the meeting of the Elk River Parks and Recreation Commission was called to order at 6:30 p.m.by Chair Anderson. 2. Consider September 9, 2015 Agenda Moved by Commissioner Nystrom and seconded by Commissioner Ahlness to approve the September 9,2015, Parks and Recreation Commission meeting agenda. Motion carried 7-0. 3. Consider July 8, 2015 Regular PRC Minutes Moved by Commissioner Kallemeyn and seconded by Commissioner Sagan to approve the following July 8,2015 Parks and Recreation Commission Minutes. Motion carried 7-0. 4. Open Forum Nick Sink of Troop 111 presented his Eagle Scout project to be done at Bailey Point Nature Preserve Trail;a 10 ft.wide, .16 mile in length trail extension. 5. Park/Program Highlight Mr.Benoit shared a presentation regarding the summer 2015 programs. 6. Park Dedication for Aggregate Commercial Fourth Addition Mr. Benoit presented his staff report. Moved by Commissioner Niziolek and seconded by Commissioner Sagan to recommend to City Council to accept staff recommendation that park dedication be paid for 2.77 acres at the rate applicable at the time the lot split is released for recording. The 2015 rate for industrial land is $2,485 per acre of Parks&Recreation Commission Minutes Page 2 September 9,2015 industrial land. Motion carried 7-0. l 7. Discussion Items - None 8. Parks and Recreation Director Report Mr. Hecker presented his staff report. Discussed having the November Commission meeting on the 17th due to the holiday on November 11. 9. Division Manager's Reports Mr.Benoit presented his staff report. 10. William H. Houlton Conservation Area Committee Update Commissioner Anderson shared an update of activity. Waiting to hear status of hunting plan being reviewed by the DNR and the Friends of the Mississippi presented a budget timeline and management plan. The committee discussed forming a "Friends" group to help with maintenance of property and a fishing plan was discussed in regards to sensitive shoreline issues. I I. Announcements - None 12.
