1. Call Meeting To Order
Pursuant to due call and notice thereof, the meeting of the Elk River Housing and
Redevelopment Authority was called to order at 5:00 p.m. by Chair Schuldt.

Executive Director Paul Steinman requested to delete Item 1.1.
COMMISSIONER WILSON MOVED TO APPROVE THE JANUARY 27, 1997, HRA
AGENDA AS AMENDED. COMMISSIONER HINKLE SECONDED THE MOTION. THE
MOTION CARRIED 4-0.
3. Consider Consent Agenda
COMMISSIONER HINKLE MOVED TO APPROVE THE CONSENT AGENDA AS
FOLLOWS:

6. Approve Minnesota City Participation Application
Executive Director Paul Steinman noted that the HRA participated in the
Minnesota City Participation Program (MCPP) in 1996, and received an allocation
of$280,246. He stated that applications for the 1997 program are available and
are being accepted until February 18, 1997. Executive Director Steinman
recommended that the HRA authorize participation in the program for 1997.
COMMISSIONER KROPUENSKE MOVED TO PARTICIPATE IN THE MINNESOTA CITY
PARTICIPATION PROGRAM AND TO DESIGNATE THE FOLLOWING LENDERS AS
ELIGIBLE TO PARTICIPATE IN ITS 1997 MORTGAGE PROGRAM:
• FIRST NATIONAL MORTGAGE
• NORWEST MORTGAGE, INC.
• FIRSTBANK, N.A.
• HEIGL MORTGAGE
• TCF MORTGAGE

7. Approve TIF Plan for TIF District No. 16
Executive Director Paul Steinman reviewed the TIF Plan for TIF District No. 16. He
indicated that the City Council is scheduled to hold a public hearing for the
modification of the Development Program for Development District No. 1 and
approval of Tax Increment Plan for Tax Increment Financing District No. 16 on
January 27th. The Commission members reviewed the plan and consented to
approve the modification.
COMMISSIONER HINKLE MOVED TO APPROVE THE MODIFICATION TO THE
DEVELOPMENT PROGRAM FOR DEVELOPMENT DISTRICT NO. 1 AND THE TAX
INCREMENT FINANCING PLAN FOR TAX INCREMENT FINANCING DISTRICT NO. 16.
COMMISSIONER WILSON SECONDED THE MOTION. THE MOTION CARRIED 5-0.
8. Award of Bid for Demolition of King and Main Site
Executive Director Paul Steinman indicated that the HRA received three bids for
the demolition of four structures on the King and Main site in downtown Elk River.
Paul Steinman reviewed the bids that were received and recommended that the
HRA approve the low bid from Veit and Company.
COMMISSIONER FARBER MOVED TO ACCEPT THE LOW BID FROM VEIT AND
COMPANY FOR DEMOLITION OF THE FOUR BUILDINGS AT KING AND MAIN STREET
FOR THE TOTAL LUMP SUM OF$21,639. COMMISSIONER KROPUENSKE SECONDED
THE MOTION. THE MOTION CARRIED 5-0.
Executive Director Steinman informed the HRA that the bid did not include
backfilling.
9. Strategic Planning Discussion/Downtown Redevelopment
Executive Director Paul Steinman briefly reviewed the progress that has taken
place through the Strategic Planning process. Paul Steinman explained that the
EDA has completed an action plan for Industrial Base issues. He stated that the
Housing and Redevelopment Authority is being requested to complete an action
plan for downtown redevelopment. The HRA discussed the necessary steps for
creating an action plan to enhance and redevelop the Elk River downtown. It
was suggested that the downtown area be broken into smaller issues such as
design themes, sidewalks, parking, riverwalk, etc. Paul Steinman requested the
HRA to call a special meeting to begin work on an action plan for downtown Elk
River.
COMMISSIONER KROPUENSKE MOVED TO CALL A SPECIAL MEETING OF THE
HOUSING AND REDEVELOPMENT AUTHORITY FOR FEBRUARY 10, 1997, 3:00 TO
6:00 P.M., TO BE HELD AT THE ELK RIVER CITY HALL TRAINING ROOM TO WORK ON
AN ACTION PLAN FOR THE REDEVELOPMENT OF DOWNTOWN ELK RIVER.
COMMISSIONER WILSON SECONDED THE MOTION. THE MOTION CARRIED 5-0.
