1. Call Meeting To Order
Pursuant to due call and notice thereof, the meeting of the Elk River Housing and
Redevelopment Authority was called to order at 5:00 p.m. by Chair Schuldt.
2. Consider May 27, 1997 HRA Agenda
COMMISSIONER WILSON MOVED TO APPROVE THE MAY 27, 1997, HRA AGENDA AS
PRESENTED. COMMISSIONER HINKLE SECONDED THE MOTION. THE MOTION
CARRIED 5-0.
• 3. Consider Consent Agenda
COMMISSIONER KROPUENSKE MOVED TO APPROVE THE CONSENT AGENDA AS
FOLLOWS:
3.1. 3/24/97 HRA MINUTES-APPROVED
3.2. CHECK REGISTER-APPROVED
COMMISSIONER WILSON SECONDED THE MOTION. THE MOTION CARRIED 5-0.
4. Open Mike
There was no one present for Open Mike.
5. Business Items
5.1. Discuss Progress on Kina and Main Project
Request for Proposals- Paul discussed with the EDA the possibility of letting
another Request For Proposals (RFP) for the King and Main Street site. Paul
indicated Mr. Dennis Chuba has expressed his desire for the city to pursue
proposals from other developers. He indicated the HRA will need to decide
whether to wait for Denny Chuba to come forward with a project or seek other
developers who may be interested in the site. Paul indicated the site had an
assessed value of approximately$225,000 ($7 a square foot). Discussion followed
regarding the likelihood of the HRA receiving another offer at this price.

• COMMISSIONER FARBER MOVED TO AUTHORIZE STAFF TO PROCEED WITH A REQUEST
FOR PROPOSALS. COMMISSIONER HINKLE SECONDED THE MOTION.
Pat Klaers, City Administrator, indicated the Letter of Understanding with Denny
Chuba is still in effect until July 1st and if the EDA goes ahead with an RFP, Mr.
Chuba may be released of his obligation at this time. Pat suggested the city work
with Mr. Chuba in locating a tenant and allow Mr. Chuba to make installments on
the$225,000 purchase price of the property as part of the project financing,with
the first installment due upon groundbreaking for a project.
Discussion followed regarding marketing of the site.
THE MOTION FAILED 0-5.
The EDA directed staff to research developer interest for the site, and pursue
possible tenants for a project with Denny Chuba.
King and Main Loan Repayment-Paul indicated the proposed internal loan
repayment schedule for the King and Main project which was distributed in the
HRA Commissioners packet was for their information and no action was necessary
at this time.
5.2. Discuss Future Activities Regarding Implementation of Strategic Plan
SPaul noted the HRA will be discussing a Focus Study and Market Study at future
meetings, possibly in cooperation with the Planning Commission and planning
staff.
6. Other Business
6.1. Discussion on Changing June 23, 1997 Meeting to June 24, 1997
COMMISSIONER KROPUENSKE MOVED TO CANCEL THE REGULAR HRA MEETING ON
JUNE 23, 1997, AND TO CALL A SPECIAL MEETING FOR JUNE 24, 1997.
COMMISSIONER HINKLE SECONDED THE MOTION. THE MOTION CARRIED 5-0.
7. Adjournment
There being no other business, COMMISSIONER HINKLE MOVED TO ADJOURN THE
MEETING. COMMISSIONER FARBER SECONDED THE MOTION. THE MOTION CARRIED
5-0.
The meeting of the Elk River Housing and Redevelopment Authority adjourned at
5:40 p.m.
