1. Call Meetina To Order
Pursuant to due call and notice thereof, the annual meeting of the Elk River
Housing and Redevelopment Authority was called to order at 5:12 p.m. by Vice
Chair Kropuenske.
Vice Chair Kropuenske welcomed Commissioner Toth to the Commission.
2. Consider Agenda
Director of Economic Development Paul Steinman added Item 7.1., Minnesota
5 City Participation Program, to the agenda.
COMMISSIONER HINKLE MOVED TO APPROVE THE 1/26/98 HRA AGENDA AS
AMENDED. COMMISSIONER WILSON SECONDED THE MOTION. THE MOTION
CARRIED 4-0.
3. Consider Consent Agenda
COMMISSIONER HINKLE MOVED TO APPROVE THE CONSENT AGENDA AS
FOLLOWS:
3.1. 10/27/97 HRA MINUTES-APPROVED
3.2. CHECK REGISTER-APPROVED
COMMISSIONER WILSON SECONDED THE MOTION. THE MOTION CARRIED 4-0.
4. Open Mike

5.1. Election of Officers
Commissioner Wilson nominated Duane Kropuenske as Chair.
COMMISSIONER WILSON MOVED TO APPOINT DUANE KROPUENSKE AS CHAIR TO
THE HRA. COMMISSIONER HINKLE SECONDED THE MOTION. THE MOTION CARRIED

5.2. Designate Official Newspaper
COMMISSIONER HINKLE MOVED TO DESIGNATE THE ELK RIVER STAR NEWS AS THE
OFFICIAL NEWSPAPER FOR THE HRA FOR 1998. COMMISSIONER TOTH SECONDED
THE MOTION. THE MOTION CARRIED 4-0.
5.3. Designate Official Depositories
COMMISSIONER HINKLE MOVED TO DESIGNATE THE BANK OF ELK RIVER, FIRST
NATIONAL BANK OF ELK RIVER, 4M FUND, NORWEST BANK, AND FIRST BANK, N.A.,
AS OFFICIAL DEPOSITORIES FOR THE HRA FOR 1998. COMMISSIONER TOTH
SECONDED THE MOTION. THE MOTION CARRIED 4-0.

• 6. Discuss Issues/Obiectives for 1998
King/Main Site- Director of Economic Development Paul Steinman indicated
that tenant interest in locating at the King and Main site has been minimal. He
stated this is one issue he would like to see the HRA work toward resolving in
1998. Paul Steinman reviewed several options that could be pursued regarding
the sale and development of the site. It was the consensus of the HRA to
authorize the Director to create a brochure describing the location and benefits
of the King and Main property. Discussion was held regarding the fact that the
brochure would be distributed to local and area real estate offices and that
brokerage fees would be paid for agents bringing a project to the site. It was
the consensus of the HRA to authorize Paul Steinman to work with Commission
Hinkle to establish a brokerage fee that would be appropriate. Paul Steinman
indicated that he would present a marketing brochure for this site at the next
HRA meeting for its review. It was further the consensus of the HRA to authorize
the Director to construct a for sale sign for the site.
Downtown Master Plan- Paul Steinman indicated that the Downtown Master
Plan has previously been discussed by city staff and Council and also appeared
as an initiative in the Economic Development Strategic Plan. He stated that he
would like the HRA to focus on this issue in 1998. He indicated that the city has
recently hired a planning intern who will be able to assist in moving a Downtown
Master Plan forward.

• 7.1. Minnesota City Participation Program (MCPP)
Paul Steinman indicated that the MCPP relates to a first time homebuyer
program which the city was enrolled in last year. He explained that the pool of
funds for the program are designated from the State of Minnesota. He further
explained that if the city does not use more than 50 percent of its funds it will be
penalized by not being able to participate in the program for the next two
years. Paul explained that the city did not utilize the necessary amount of funds
and therefore would not be able to participate in the program for 1998/99.
8. Adjournment
There being no further business, COMMISSIONER WILSON MOVED TO ADJOURN
THE MEETING. COMMISSIONER HINKLE SECONDED THE MOTION. THE MOTION
CARRIED 4-0.
The meeting of the Elk River Housing and Redevelopment Authority was
adjourned at 5:50 p.m.
