MONDAY, FEBRUARY 23, 1998
Members Present: Chair Kropuenske; Commissioners Toth, Hinkle and Wilson.
Commissioner Farber arrived at 5:15 p.m.
Members Absent: None
Staff Present: Paul Steinman, Director of Economic Development; Pat Klaers, City
Administrator; Debbie Huebner, Recording Secretary
Also Present: Gary Santwire, REP, Ltd.
1. Call Meeting To Order
Pursuant to due call and notice thereof, the annual meeting of the Elk River
Housing and Redevelopment Authority was called to order at 5:00 p.m. by Chair
Kropuenske.
2. Consider Agenda
• Director of Economic Development Paul Steinman added Item 7.2. - Discuss
Purchase of Trees for Downtown Highway 10 Parking Lot, and Item 7.3.- HRA
Commissioner Position, to the February 23, 1998, Housing and Redevelopment
Authority agenda.
COMMISSIONER TOTH MOVED TO APPROVE THE 2/23/98 HRA AGENDA AS
AMENDED. COMMISSIONER WILSON SECONDED THE MOTION. THE MOTION
CARRIED 4-0.
3. Consider Consent Agenda
COMMISSIONER WILSON MOVED TO APPROVE THE CONSENT AGENDA AS
FOLLOWS:
3.1. 1/26/98 HRA ANNUAL MEETING MINUTES-APPROVED
3.2. CHECK REGISTER-APPROVED
COMMISSIONER HINKLE SECONDED THE MOTION. THE MOTION CARRIED 4-0.
4. Open Mike
No one appeared for Open Mike.
5. Downtown Master Plan/Focus Study- Update Information and Schedule Joint
Meeting with Planning Commission and Rivers Edge
• Paul Steinman, Director of Economic Development, indicated staff recently
attended a meeting regarding Monticello's downtown plan. The City of
Elk River Housing and Redevelopment Authority Meeting Page 2

Monticello and Monticello Community Partners have volunteered to make a
presentation of their plan to a joint meeting of the HRA and Planning Commission.
Paul suggested the River's Edge Downtown Development Committee be invited
to attend, as well. Tuesday, March 10th at 6:30 p.m. and Tuesday, March 24th at
5:30 p.m.were discussed as possible meeting dates. Due to various schedule
conflicts, Paul will check on March 17th and March 31st as alternative dates and
he will notify the HRA Commissioners when a final date has been determined.
King and Main Site-Marketing
Paul Steinman distributed a draft brochure for marketing the King and Main Street
HRA site.
Gary Santwire distributed a draft of his recommendations for marketing the site
(attached to official minutes). He noted the Nohra's own 6 businesses in Elk River
and may be interested in a project at this location. Mr. Santwire explained he
feels the price of the land should be determined by the net rents a project will
generate.
Discussion followed regarding the listing price of the property and brokerage fee.
The Commissioners expressed their desire to develop the site with a high quality
project. It was the consensus of the Commission to include a listing price of
$150,000 for the King and Main HRA property, and to offer a $10,000 brokerage
fee for a acceptable project.
• 7.1. Letter to Minnesota Housing Finance Agency Regarding Minnesota City
Participation Program
Paul Steinman reviewed the letter to the Minnesota Housing Finance Agency.
The Commissioners expressed their concurrence with Paul's comments in the
letter.
7.2. Purchase of Trees for Highway 10 Parking Lot
COMMISSIONER HINKLE MOVED APPROVAL OF THE PURCHASE OF UP TO 6 TREES
FOR THE HIGHWAY 10 PARKING LOT. COMMISSIONER FARBER SECONDED THE
MOTION. THE MOTION CARRIED 5-0.
Commissioner Hinkle requested hopa crab trees be used, if possible.
7.3. HRA Commissioner Position
Commissioner Farber indicated he plans to continue serving as an HRA
Commissioner.
Commissioner Farber indicated the house at the corner of 5th Street and Jackson
is once again, for sale and questioned if the HRA might be interested in
purchasing the site. It was the consensus of the Commissioners to wait until a
project comes in for the King and Main site before consideration of another
redevelopment site.

There being no further business, COMMISSIONER HINKLE MOVED TO ADJOURN THE
MEETING. COMMISSIONER TOTH SECONDED THE MOTION. THE MOTION CARRIED
4-0.
The meeting of the Elk River Housing and Redevelopment Authority was
adjourned at 6:07 p.m.
