1. Call Meeting To Order
Pursuant to due call and notice thereof, the meeting of the Elk River Housing
and Redevelopment Authority was called to order at 5:05 by Chair Kropuenske.
2. Consider Agenda
COMMISSIONER FARBER MOVED TO APPROVE THE 4/27/98 HRA AGENDA AS
PRESENTED. COMMISSIONER WILSON SECONDED THE MOTION. THE MOTION
CARRIED 4-0.
• 3. Consider Consent Agenda
COMMISSIONER FARBER MOVED TO APPROVE THE CONSENT AGENDA AS
FOLLOWS:
3.1. 3/23/98 HRA MINUTES-APPROVED
3.2. CHECK REGISTER-APPROVED
COMMISSIONER WILSON SECONDED THE MOTION. THE MOTION CARRIED 4-0.

5. Downtown Master Plan Facilitator Discussion
Executive Director Paul Steinman informed the HRA that he and HRA Chair
Duane Kropuenske called a Downtown Master Plan Executive Committee
meeting. He stated that the committee included representation from the
Chamber of Commerce, Planning Commission, City Hall, and Rivers Edge. He
indicated that it was the consensus of the group to move ahead with the
Downtown Master Plan project. He further indicated that the committee broke
the project into two main components; visioning and physical design.
Discussion was held regarding the process involved for the visioning aspect of
• the project. Paul Steinman suggested that the HRA interview potential
facilitators to assist in this process. Following discussion regarding facilitators, it

• was the consensus of the HRA to interview three facilitators at a special HRA
meeting on May 26, 1998, at 4:30 p.m.
6. Update on King and Main
Executive Director Paul Steinman informed the HRA that Gary Santwire is still
seeking tenant interest in a potential project for the corner of King and Main.
6.5. Other Business
Executive Director Paul Steinman indicated that the HRA recently approved
$1,500 to buy trees to be planted along the boulevard. He indicated that the
cost of the trees came in at$1,728.00 rather than the$1,500 approved by the
HRA.
COMMISSIONER HINKLE MOVED TO APPROVE THE INVOICE TO STEVE'S NURSERY
FOR TREES FOR $1,728. COMMISSIONER WILSON SECONDED THE MOTION. THE
MOTION CARRIED 4-0
COMMISSIONER FARBER MOVED TO CALL A SPECIAL MEETING OF THE HRA ON
MAY 26, 1998, AT 4:30 P.M., TO BE HELD IN THE TRAINING ROOM AT CITY HALL FOR
THE PURPOSE OF INTERVIEWING FACILITATORS FOR THE DOWNTOWN MASTER PLAN.
COMMISSIONER HINKLE SECONDED THE MOTION. THE MOTION CARRIED 4-0.
7. Adjournment
There being no further business, COMMISSIONER FARBER MOVED TO ADJOURN
THE HRA MEETING. COMMISSIONER HINKLE SECONDED THE MOTION. THE MOTION
CARRIED 4-0.
The meeting of the Elk River Housing and Redevelopment Authority was
adjourned at approximately 5:45 p.m.
