1. Call Meeting To Order
Pursuant to due call and notice thereof, the special meeting of the Elk River
Housing and Redevelopment Authority was called to order at 6 p.m. by Chair
Kropuenske.
2. Consider Agenda
Item 4a., 2001 Arts Alliance,was added to the agenda.
COMMISSIONER FARBER MOVED TO APPROVE THE AGENDA AS AMENDED.
• COMMISSIONER WILSON SECONDED THE MOTION. THE MOTION CARRIED 4-0.
3. Consider Consent Agenda
COMMISSIONER FARBER MOVED TO APPROVE THE CONSENT AGENDA AS
FOLLOWS:
3.1. CHECK REGISTER-APPROVED
3.2. 3/10/98 JOINT MEETING MINUTES-APPROVED
3.3. 4/27/98 HRA MINUTES-APPROVED
COMMISSIONER TOTH SECONDED THE MOTION. THE MOTION CARRIED 4-0.
4. Discuss Results of Interview Sessions
The HRA discussed presentations that were previously given by Jim Brimeyer of
The Brimeyer Group and Theresa Washburn of Washburn &Associates. Both
presenters are potential facilitators for the first component of the Downtown
Master Plan. It was indicated by the HRA that both presenters would provide
certain traits and strengths through the process. Discussion was held regarding
the minimal experience Theresa Washburn has had with larger communities.
Discussion was also held regarding her enthusiasm and ability to generate that
enthusiasm with the community. Discussion was held regarding Jim Brimeyer's
experience with the City of Elk River in the Strategic Planning process and also
his experience in working with downtown areas the size of the City of Elk River.
• The HRA consented that it must consider the type of approach that the citizens
and the downtown group is looking for.

• It was the consensus of the HRA to request proposals from both Jim Brimeyer and
Theresa Washburn with the proposals to include the process, the end product,
and how the community will be involved. It was further noted that the HRA
would make a decision following review of the proposals.
4.1. 2001 Arts Alliance
A letter from the 2001 Arts Alliance was distributed requesting temporary use of
the city owned property on King and Main. Members of the HRA felt that using
the property to place a sign advertising the 1999 Arts Festival may detract from
selling the property. The HRA reviewed the proposal and indicated it would take
the request under advisement until the next meeting.
5. Adiournment
There being no further business, COMMISSIONER TOTH MOVED TO ADJOURN THE
MEETING. COMMISSIONER FARBER SECONDED THE MOTION. THE MOTION
CARRIED 4-0.
The meeting of the Elk River Housing and Redevelopment Authority was
adjourned at 6:30 p.m.
