1. Call Meeting To Order
Pursuant to due call and notice thereof, the meeting of the Elk River Housing and
Redevelopment Authority was called to order at 5 p.m. by Chair Kropuenske.
2. Consider Agenda
Item #4 was moved to Item #6.1.
COMMISSIONER HINKLE MOVED TO APPROVE THE 8/24/98 HRA AGENDA AS
AMENDED. COMMISSIONER WILSON SECONDED THE MOTION. THE MOTION
CARRIED 4-0.
• 3. Consider Consent Agenda
COMMISSIONER HINKLE MOVED TO APPROVE THE CONSENT AGENDA AS FOLLOWS:
3.1. CHECK REGISTER-APPROVED
3.2. 8/3/98 SPECIAL WORKSESSION MINUTES-APPROVED
COMMISSIONER WILSON SECONDED THE MOTION. THE MOTION CARRIED 4-0.
5. Consider Resolution Approving HRA Levy
Director of Economic Development Paul Steinman requested the HRA to consider
levying a tax in the amount of .0131 percent of the total taxable market value of
the city to be used for economic development and redevelopment purposes by
the Housing and Redevelopment Authority. He indicated that staff will be
prepared to propose a budget for discussion by the HRA at the September and
October meetings.
COMMISSIONER WILSON MOVED TO ADOPT RESOLUTION 98-1 LEVYING A TAX IN
THE AMOUNT OF .0131 PERCENT OF THE TOTAL TAXABLE MARKET VALUE OF THE CITY
TO BE USED FOR ECONOMIC DEVELOPMENT AND REDEVELOPMENT PURPOSES BY THE
HOUSING AND REDEVELOPMENT AUTHORITY. COMMISSIONER TOTH SECONDED THE
MOTION. THE MOTION CARRIED 4-0.
6. Discuss Date and Publicity Program for Initial Visioning Workshop
• Paul Steinman informed the HRA that the first meeting of the downtown visioning
process will be held on Thursday, September 24, 1998, from 7 to 9 p.m. at Salk
Junior High in the Commons Area. Paul Steinman requested the HRA to consider
authorizing the purchase of ads in the Star News to announce the meeting.

• COMMISSIONER HINKLE MOVED TOPURCHASE UP TO THREE ADVERTISEMENTS IN THE
STAR NEWS REGARDING THE INITIAL MEETING OF THE DOWNTOWN VISIONING
PROCESS. COMMISSIONER TOTH SECONDED THE MOTION. THE MOTION CARRIED 4-
0.
Chair Kropuenske indicated that Mayor Duitsman recommended that the city
videotape the visioning process meetings and put them on Cable TV and to also
make the videos available at the Library or City Hall for people to check out.
COMMISSIONER TOTH MOVED TO ENTER INTO A CONTRACT AGREEMENT WITH
WASHBURN AND ASSOCIATES AND THE ELK RIVER HRA FOR THE PURPOSE OF
IMPLEMENTING A COMMUNITY BASED PREDESIGN PROCESS IN THE CITY OF ELK
RIVER. COMMISSIONER HINKLE SECONDED THE MOTION. THE MOTION CARRIED 4-
0.
4. Update from Midwest Building Components Regarding King and Main Site
Executive Director Paul Steinman indicated that the development project at King
and Main seems to be moving forward. He stated that staff would be drafting a
developers agreement which would include issues such as the transaction of the
property to Midwest Building Components and the price of the property.
Terry Veech, president of Midwest Building Components, distributed drawings and
floor plans of the proposed building. Discussion was held regarding the height of
• the building, the net lease rate, and the parking.
Councilmember Farber arrived at this time (5:32 p.m.)
COMMISSIONER FARBER MOVED TO APPROVE AUTHORIZATION TO PROCEED WITH
THE DRAFTING AND FURTHER NEGOTIATION OF THE DEVELOPMENT AGREEMENT WITH
THE DEVELOPER AND TO UTILIZE SPRINGSTED, THE CITY'S FINANCIAL CONSULTANT, TO
REVIEW THE DEVELOPER'S PROFORMA AND PROVIDE INPUT ON A POTENTIAL LAND
PRICE. COMMISSIONER TOTH SECONDED THE MOTION. THE MOTION CARRIED 5-0.
7. Adjournment
There being no further business, COMMISSIONER WILSON MOVED TO ADJOURN THE
MEETING. COMMISSIONER FARBER SECONDED THE MOTION. THE MOTION CARRIED
5-0.
The meeting of the Elk River Housing and Redevelopment Authority was
adjourned at 5:40 p.m.
