Members Present: Chair Kropuenske, Commissioners Hinkle, Toth, and Thompson.
Commissioner Wilson arrived at 5:10 p.m.
Members Absent: None

1. Call Meeting To Order
Pursuant to due call and notice thereof, the meeting of the Elk River Housing and
Development Authority was called to order at 5:05 p.m. by Chair Kropuenske.
2. Consider Agenda
The following item was added to the agenda:
8.1. 2001 Request for HRA Representative
COMMISSIONER TOTH MOVED TO APPROVE THE MARCH 22, 1998, HRA AGENDA AS
AMENDED. COMMISSIONER THOMPSON SECONDED THE MOTION. THE MOTION
CARRIED 4-0.
3. Consider Consent Agenda
COMMISSIONER TOTH MOVED TO APPROVE THE CONSENT AGENDA AS FOLLOWS:
3.1. CHECK REGISTER-APPROVED
3.2. 1/25/99 HRA MINUTES-APPROVED
COMMISSIONER HINKLE SECONDED THE MOTION. THE MOTION CARRIED 4-0.
4. Open Mike
No one appeared for open mike.
5. Discuss Central Business District Action Plan Study
Director of Economic Development Paul Steinman gave a brief overview of the
1999 Central Business District Action Plan. He explained that the plan Is divided
into four working groups with each group represented by a city staff liaison. The
four groups are as follows:
• Private Improvements Group--Scoff Harlicker

• Public Improvements Group--Steve Wensman
• Events and Activities Group--Jeff Asfahl
• Business Group-- Paul Steinman
Discussion was held regarding priorities that have been set by each of the groups.
Cliff Lundberg questioned whether the plan has been formally adopted and
whether the committees for each group have authority to carry out the proposed
plans. It was noted that the entire plan would be formally reviewed by the HRA
and City Council on April 12.
6. Discuss Central Business District Rehab Loan Program Issue
Chair Kropuenske noted that the Bank of Elk River in conjunction with the First
National Bank has submitted a proposal for a Central Business District Rehab Loan
Program. He explained that the concept of the program is to subsidize an
interest rate reduction of property improvement loans from 6 percent to 3
percent. It is anticipated that this would require an HRA commitment of up to
$15,000 per year. Chair Kropuenske outlined the details of the loan program.
Commissioner Wilson indicated that by approving this concept, the HRA would
show its commitment to the central business district revitalization efforts. The
Commissioners concurred and consented to approve the concept of the loan
program proposal.
• 7. Call a Special Meeting with the City Council
COMMISSIONER THOMPSON MOVED TO CALL A SPECIAL MEETING OF THE HRA ON
APRIL 12, 1999, FROM 5:00 P.M.TO 6:00 P.M.TO MEET WITH THE CITY COUNCIL TO
DISCUSS THE CENTRAL BUSINESS DISTRICT ACTION PLAN. COMMISSIONER WILSON
SECONDED THE MOTION. THE MOTION CARRIED 5-0.
8. Other Business
Bob Minton, representative of the 2001 Committee, requested representation of
the HRA to be involved in the process of reviewing a Healthy Community
Partnership Grant. He noted that program would provide training. Chair
Kropuenske indicated that it was important for the HRA to become involved. He
noted that anyone interested should contact him by Friday, March 26.
Cancellation of April 26 HRA Meeting
Paul Steinman noted that he would be out of town for the April 26 HRA Meeting.
It was the consensus of the HRA to cancel this meeting.
COMMISSIONER HINKLE MOVED TO CANCEL THE APRIL 26, 1999, REGULAR HRA
MEETING. COMMISSIONER THOMPSON SECONDED THE MOTION. THE MOTION
CARRIED 5-0.

There being no further business, COMMISSIONER HINKLE MOVED TO ADJOURN THE
HRA MEETING. COMMISSIONER THOMPSON SECONDED THE MOTION. THE MOTION
CARRIED 5-0.
