1. Call Meeting To Order
Pursuant to due call and notice thereof, the meeting of the Elk River Housing and
Redevelopment Authority was called to order at 5:00 p.m. by Chair Kropuenske.
2. Consider 9/27/99 HRA Agenda
COMMISSIONER THOMPSON MOVED TO APPROVE THE SEPTEMBER 27, 1999, HRA
AGENDA AS PRESENTED. COMMISSIONER TOTH SECONDED THE MOTION. THE
MOTION CARRIED 3-0.
• 3. Consider Consent Agenda
COMMISSIONER THOMPSON MOVED TO APPROVE THE CONSENT AGENDA AS
FOLLOWS:
3.1. CHECK REGISTER-APPROVED
3.2. 8/23/99 HRA MINUTES-APPROVED
COMMISSIONER TOTH SECONDED THE MOTION. THE MOTION CARRIED 3-0.
4. Open Mike
There was no one present for open mike.
5. Hold Public Hearing on Business Subsidies and Consider Approving Micro Loan
Fund Guidelines
Chair Kropuenske explained that the HRA is holding a public hearing to receive
public input regarding revisions to the Economic Development micro loan fund
policies.
Chair Kropuenske opened the public hearing. There being no one for or against
the issue, Chair Kropuenske closed the public hearing.
COMMISSIONER THOMPSON MOVED TO APPROVE THE ELK RIVER ECONOMIC

DEVELOPMENT MICRO LOAN FUND POLICIES AND GUIDELINES AS REVISED.
COMMISSIONER TOTH SECONDED THE MOTION. THE MOTION CARRIED 3-0.
• 6. Consider Calling Special Meeting for Monday, October 11, 1999
Director of Economic Development Paul Steinman indicated that staff presented
a draft action plan to City Council that included recommendations made by the
Strategic Plan Modification Committee. He noted that the draft plan received
some discussion from the council in regard to terminology used in the plan,
specifics relating to the downtown area, and how staff will prioritize its time in
implementing the plan. Paul further explained that a special meeting of the HRA,
EDA and Council is planned to discuss these issues.
COMMISSIONER TOTH MOVED TO CALL A SPECIAL MEETING OF THE HRA ON
OCTOBER 11, 1999, AT 5:00 P.M.TO MEET JOINTLY WITH THE ECONOMIC
DEVELOPMENT AUTHORITY AND THE CITY COUNCIL TO DISCUSS THE ECONOMIC
DEVELOPMENT STRATEGIC PLAN ACTION PLAN. COMMISSIONER TOTH SECONDED
THE MOTION. THE MOTION CARRIED 3-0.
7. Other Business
7.1. Paul Steinman updated the HRA on the status of the King and Main Street
site.
8. Adiournment
There being no other business, COMMISSIONER TOTH MOVED TO ADJOURN THE
MEETING. COMMISSIONER THOMPSON SECONDED THE MOTION. THE MOTION
CARRIED 3-0.
The meeting of the Elk River Housing and Redevelopment Authority adjourned at
5:20 p.m.
