1. Call Meeting To Order
Pursuant to due call and notice thereof, the meeting of the Elk River Housing and
Redevelopment Authority was called to order at 5 p.m. by Chair Kropuenske.
2. Consider Agenda
COMMISSIONER THOMPSON MOVED TO APPROVE THE 12/20/99 HOUSING AND
REDEVELOPMENT AUTHORITY AGENDA. COMMISSIONER WILSON SECONDED THE
• MOTION. THE MOTION CARRIED 3-0.
3. Consider Consent Agenda
COMMISSIONER WILSON MOVED TO APPROVE THE CONSENT AGENDA AS FOLLOWS:
3.1. CHECK REGISTER-APPROVED
3.2. 11/22/99 HRA MEETING MINUTES-APPROVED
COMMISSIONER THOMPSON SECONDED THE MOTION. THE MOTION CARRIED 3-0.

5. King and Main Proposal Discussion
Executive Director Paul Steinman noted that at the last meeting, the Housing and
Redevelopment Authority discussed three proposals that had been received for
the purchase and development of the King and Main Street site. He noted that he
was directed to review and rate the proposals and bring the issue back to the
Housing and Redevelopment Authority for discussion. Paul Steinman informed the
HRA that he did rate the proposals that were received. He further noted that
during that time the city has received two more proposals for the site, which are
not included in the rating plan.

• Paul Steinman reviewed his method for rating the proposals. He noted that the
two additional proposals received were from John Weicht &Associates and a
letter of interest from First National Bank.
John Weicht addressed the Housing and Redevelopment Authority and gave a
brief review of his proposal for the King and Main site.
Paul Steinman distributed the letter from First National Bank indicating their interest
in the development of the site.
Track of the Wolf, KMR Partners, and Elk River Municipal Utilities were all allowed to
give a brief review of their proposal.
COMMISSIONER THOMPSON MOVED TO CALL A SPECIAL WORKSESSION OF THE
HOUSING AND REDEVELOPMENT AUTHORITY FOR JANUARY 18, 2000, 4-6 P.M., TO BE
HELD AT THE ELK RIVER CITY HALL FOR THE PURPOSE OF DISCUSSING THE PROPOSALS
FOR THE KING AND MAIN SITE. COMMISSIONER WILSON SECONDED THE MOTION.
THE MOTION CARRIED 4-0.
6. Other Business
There was no other business presented.
7. Adjournment
• There being no further business, COMMISSIONER WILSON MOVED TO ADJOURN THE
MEETING. COMMISSIONER TOTH SECONDED THE MOTION. THE MOTION CARRIED
4-0.
The meeting of the Elk River Housing and Redevelopment Authority was adjourned
at 6:52 p.m.
