Minnesota Housing Finance Agency First Time Homebuyer Loan Program Last month, the HRA authorized the city's application to the Minnesota Housing Finance Agency (MHFA) for the first time homebuyer loan program. The city has participated in this program for a number of years. Attached for your review is the program • application-commitment agreement for having the city participate in this first time homebuyer program for 1996. The amount granted ($280,246) is similar to the amount approved last year. Also attached for your review is the information on this program as provided by MHFA and the fee schedule for the Elk River HRA. Finally, by way of background material, attached is Bill Rubin's 1/30/96 memo on this program when the HRA approved the application. It is recommended that: • The HRA approve a motion authorizing the HRA Chair to execute the program application/commitment agreement on behalf of the Elk River HRA • The HRA approve a motion authorizing payment of fees in the amount of$2,862.46 to Minnesota Housing Finance Agency to cover the costs associated with the 1996 Minnesota City Participation Program. ISTEA Grant Application Update As the HRA has been advised, on 1/8/96 the City Council authorized an ISTEA grant application for part of the Riverfront Pathway Project. This application was put together by Hoisington Koegler Group, Inc. A brief discussion of the grant submittal is offered in the 1/9/96 update from Bill Rubin that was distributed a few months ago. Also attached is some material that Councilmember Holmgren obtained from the county at a recent County Board/City Councils meeting. This attachment shows the ranking of the Elk River proposal from the technical review group. This is not a final ranking, but based on the city's proposal being ranked eighth in this review, it seems unlikely that we will be successful in receiving an ISTEA grant. Final word on the status of our proposal will not be received for a while, but I thought that everyone should receive this information so that we can begin thinking about financial alternatives and the status of our Riverfront Pathway project. 8. Consent Item -HRA Executive Director • For the past few years, Bill Rubin has served as the HRA Executive Director. The HRA annually makes an appointment to this position. Since Bill is no longer with the city, it is appropriate for the HRA to replace Bill Rubin with City Administrator Pat Klaers as the HRA Executive Director. It is requested that the HRA approve a motion which: • Appoints City Administrator Pat Klaers as the HRA Executive Director I
