Background/Discussion Early this fall,The Quarterbacks Club submitted a request for a Pyrotechnics Permit. Unfortunately, the permit needed Council approval and the next meeting was well after the dates requested. They asked for a Special Meeting to approve the permit,which was denied by the mayor. The city issues 98 different licenses for specific uses, 47require Council approval and 51 are staff- approved. Of the 47 requiring Council approval, 10 go to other boards for review. In many cases, a defined policy or ordinance exists and if the requirements are met there is no real option for denial by the Council. Applicants frequently submit permit and licensure requests that are needed before the Council meets to act. Often the applicants are transient sales from outside the city or local nonprofits that have loose organization and are unaware of deadlines needed to fulfill background checks and be added to the Council packet. Because many licenses and permits are required to meet Council-approved criteria, city ordinance or state law, they frequently are on the Council's Consent Agenda. This discussion is intended to identify licenses and permits that could be approved at the staff level when complying with city policy, state law and local ordinance. There also may be some licenses or permits that serve no public purpose,have no enforcement or follow-up action and may not be necessary. Currently, a license or permit can take up to weeks to approve. If the Council deems appropriate,licenses requiring administrative approval only could frequently be completed within two weeks. Licenses and permits approved administratively would be required to meet Council-approved stipulations. Administrative denials would have a Council or Administrative Hearing Board review process. Staff recommends maintaining the same fee schedule for licenses and permits that meet the current lead times and will recommend an additional fee for licenses and permits that need expedited service as the unplanned service interrupts existing work priorities and schedules.
