Background/Discussion
On October 10, 2015, the Municipal Recycling Board (MRB) met to discuss a number of issues
associated with the county compost sites. The issues identified in the attached minutes supported the
MRB's unanimous decision to restrict commercial haulers from using the county compost sites (Becker,
Big Lake, Elk River, and Zimmerman), effective Jan. 2, 2016:
a) Emerald Ash Borer Quarantine
b) limited volume or capacity at individual sites
c) Local private markets available for commercial haulers
d) Reduction in city staff time and operating cost for the cities
e) Increase in safety and convenience for residential users
0 Increase in hauling rates for yard wastes
g) Reduction in grinding frequencies for wood wastes
Although any of the four cities could continue to serve commercial haulers,if only one did, that site
would receive an unmanageable amount of waste, and be exposed to diseased materials being brought in
from other counties. Currently, there are 12 quarantined areas within the state. Staff has no way of
knowing if materials are being brought from any of these areas.
This year, the Elk River compost site has been accessed approximately 35,000 times. Our database
contains currently contains 10,110 records comprised of the following breakdown:

Residents are the largest users,but their impact is not comparable to the volumes brought in by haulers.
The current$200 pass fee for haulers results in a disposal charge of$5.05/load.
The attached notice to Commercial Haulers is being used by the four cities to send a consistent message
countywide. The county will provide each city with mailing labels for all haulers in the database.
Staff supports the MRB's decision to ban commercial haulers effective Jan. 1, 2016.

w 2015 Yard Waste Hauling schedule will be Elk River,Zimmerman, Becker, Big Lake. Joe Danielson with
City of Becker notified that he was able to find a reuse Opportunity with the collected yard waste and
does not need ahauling.

however they did not want to lirnit thernselves to one option at this time. It was discussed that maybe
Elk River and Zimmerman work with Elk River Composting,while Big Lake and Becker work with Full
Circle. Elk River Composting had a flat rate of$1.85 for each site,while Full Circle Organics had a rate of
$1.7Ofor Big Lake &Becker and$22Ofor Elk River and Zimmerman.
2) Wood/Brush Grinding and hauling
w Exner notified MRB that he sent an email to Rick Hogan of S&S Tree Service yesterday but had not
heard back fromhim.
• Exner inquired about the vo|umesateach site. Noone seemed tosay their sites were overloaded,but
all stated that could change with a heavy weekend Of use and the Fall tirne quickly approaching.
• Exner notified the K8RBthat are aQreementwith S&Sisstill valid through 2O1G. Exner reminded the
MRB that there is no charge per site if S&S has at least 1,000 Cubic yards at each site when they grind
material.
9) ZOl6Budgetary Needs
* Yard waste hauling costs are abit ofam unknown atthe moment. Exner stated that hewill wait tobuild
the 2016 budget until after all the sites have been cleaned Lip from the Fall to have an idea on the
quantities.
* Exner will build the Tyco Security charges into the 2016 recommencled funding arnounts. Exner informed
KXRBthat Tyco stated the monthly rates will not beincreasing for Z016.
w Exner also stated that lie will build miscellaneous site improvement charges into the 2016 budget, but it
may bereduced asyard waste hauling costs have nearly doubled.
4) Ban onCmmmeoia|Operators
• Exner asked if the Directors had notified their City Councils on the possibility of the MRB banning
commercial operators. None ofthe Directors had gone before their Councils.
m Exner notified the MRB that he informed the Solid Waste Advisory Cornn'littee that the IVIRB was
discussing the idea ofbanning commercial operatorsfrom using the yard waste sites attheir September
meeting. Exner stated that the Advisory Committee was in favor of banning commercial operators from

Please be advised that beginning January 1, 2016 all Commercial and For-Hire Haulers of Yard
Waste (grass clippings, leaves) and Wood Waste (logs, braches, brush) will no longer be able to
utilize the yard waste drop-off site located in the City of Elk River.
If you are a Commercial or For-Hire Hauler of Yard Wastes, you may deliver the material to the
following private compost facilities located in the area:
