Downtown Sidewalk Discussion
King and Main Redevelopment Proiect Update
City staff, the city attorney, and the real estate agent have been working
together to finalize this transaction. As you may recall, timing is very
important to this project. Therefore, it is hoped that closing can take place
prior to July 1. However, prior to closing there are a couple of issues which
need to be addressed.
First is a minor issue which will be taken care of on Monday, June 17, at the
City Council meeting. This is the requirement that the City Council hold an
early acquisition public hearing prior to the HRA acquiring property. The
public hearing has been published and all comments will be taken on Monday
evening.
The second issue of more concern is the phase one environmental audit which
was recently completed on the three properties to be purchased. Steve Rohlf
has been coordinating this project and has attached a memo and additional
information for your review. At the HRA meeting staff will be requesting
direction on the allocation on the cost of the clean up expenses. The city has
already committed to approximately $7,000 for the phase one report.
Downtown Sidewalk Discussion
Gene Schuldt has requested that this item be placed on the agenda for
discussion in order to prepare for upcoming budget discussions which may
include setting aside funds for several years to address the downtown
sidewalk issue.

B. A. Liesch and Associates, Inc. were retained by the City to conduct a
Phase One Environmental Audit of the King and Main site prior to the
HRA's anticipated purchase of these properties. A Copy of the Phase
One report without the appendices is attached.
Also attached is a rough cost estimate for the clean-up of the
environmental issues on these sites. Staff would like HRA's opinion
on what should be the seller's and the buyer's responsibilities
regarding these issues.
Staff will be at Monday night's meeting to discuss these issues with
you in detail. We will then pass your decisions on to the seller's
representative.

1.0 INTRODUCTION
•
' B.A. Liesch Associates, Inc. ("Liesch") was retained by The City of Elk River to conduct a
Phase One Environmental Site Assessment for 812 Main Street and 307 and 317 King Avenue,
Elk River, Minnesota, hereafter referred to as "the Property". Figure 1 in Appendix A
illustrates the location of the Property while Figure 2 depicts the layout of the Property.
1.1 Property Description
The Property is located on the northwest corner of the intersection of Main Street and King
Avenue in Elk River, Minnesota. There are four buildings on the Property. A residential
structure is located at 812 Main Street, an old clinic at 307 King Avenue and at 317 King
Avenue there is an office building/residence and a garage. The structures were constructed in
the 1930s to 1940s. The Property is comprised of 32,400 square feet located in an urban
setting. The old Sherburne County courthouse is located to the north of the Property.
Commercial buildings are located to the west, east and south of the Property.

1.2 Hydrogeologic Setting
Liesch reviewed the Regional Hydrogeologic Assessment Anoka Sand Plain which includes
Sherburne County. Surfcial materials in the area consist of terrace deposits of sand and gravel.
Based on other work by Liesch in the area, the water table is anticipated to be less than 20 feet
deep with groundwater flow generally towards the Mississippi River.
Bedrock in the area consists of the Eau Claire formation and generally occurs at a depth of
between 100 and 200 feet.
2.0 SCOPE OF WORK
The following work items were completed for this Phase One Environmental Site Assessment
of the Property:
• Contact with state, county, and municipal regulatory agencies to determine if any known
environmental concerns have been reported on or adjacent to the Property;
• A walk-over survey of the Property to identify any readily apparent environmental
concerns on or adjacent to the Property;

• A historical review of the property utilizing available aerial photographs, USGS
topographic maps, Polk's Directories, and Sanborn Fire Insurance Company Maps;
• A review of the Minnesota Geological Survey (MGS) well log files for the presence of
wells on the Property;
• Preparation and submittal of a report summarizing the fmdings and recommendations.
The following sections discuss the results of the investigation and summarize the information
obtained for this Phase One Environmental Site Assessment. This site assessment does not
include a comprehensive compliance analysis with local, state or federal environmental laws,
rules or regulations. Liesch was also retained to complete surveys to comply with federal rules
(the National Emissions Standards for Hazardous Air Pollutants or NESHAPS) for asbestos
containing materials. That work is covered in a separate document.
3.0 ASSESSMENT INFORMATION
3.1 EDR Response
II Environmental Data Resources, Inc. (EDR) was requested to conduct a file evaluation of the
Property address to determine if there were any identifiable environmental concerns on or within
a one mile radius of the Property. The file evaluation consisted of examination of the following
databases:

• EPA - Resource Conservation and Recovery Information System (RCRIS)
permitted treatment, storage, disposal (TSD) facilities;
• MPCA - State equivalent CERCLIS list (State Haz. Waste);

The evaluation also included a review of the Open Dump Inventory, which includes the
Metropolitan Area Wide Disposal Site Inventory (MAWDSI). The EDR report, dated May 16,
1996, provides the results of the file search and is included in Appendix B, and indicated the
Property was not listed in any of the databases searched.
It should be noted that the addresses which appear on the EDR report are 812 Main Street, 707
and 717 King Avenue. The actual addresses of the Property are 812 Main Street, 307 and 317
King Avenue. Although the address is not exact, the search radius matches that of the search
radius intended for the Property.
The EDR search located a total of 9 sites, some of which are identified in more than one
database within the specified search radius. Two sites were identified on the Leaking
Underground Storage Tank (LUST) list, search radius 0.5 mile; five sites were listed on the
Underground Storage Tank (UST) list, search radius 0.25 mile; and four sites were noted on the
Small Quantity Generators (RCRIS-SQG) list, search radius 0.25 mile.

Inclusion on the UST list does not imply that a release has occurred from tanks noted on this
list. USTs are regulated and must be registered with the state department responsible for
administering the UST program. Inclusion on the RCRIS list as a small quantity generators of
hazardous waste does not imply the facility has environmental problems. The hazardous waste
list is used by the regulating agencies to aid in tracking the generation, transport and disposal
of hazardous wastes. The EDR reports states that the FINDS database contains both facility
information and "pointers" to other sources that contain more detail. Sites listed in the UST,
RCRIS-LQG/SQG, and FINDS databases are not of concern unless environmental impacts, due
to uncontrolled releases or spills, have been documented for a given site.
The sites listed in the LUST database are discussed below and numbered according to the map
number in the EDR report.
The ability of a potential contaminant to impact surrounding properties is largely dependent on
the direction of groundwater flow at the site. To assess groundwater flow direction at the
Property, Liesch reviewed the Regional Hydrogeologic Assessment Anoka Sand Plain,published
by the Minnesota Department of Natural Resources in 1993. This document shows the general
shallow groundwater flow direction and groundwater elevations in Sherburne County. In the
area of the Property, the general, published regional shallow groundwater flow is to the south
southwest. However, site-specific groundwater flow direction may be influenced by topography
and local drainage features such as lakes and streams. The site discussion which follows uses
this published groundwater flow direction information.
Al. Elk River Municipal Utilities, 1705 Main Street, Elk River; located approximately 2/5
mile west-northwest of the Property in a published sidegradient groundwater flow
direction from the Property.
This site is shown on the LUST list as the location of a leaking underground storage tank
(leak site #1205). The EDR report indicates that this leak site was closed by the MPCA
on May 12, 1992. Closure means that a site closure letter has been issued by the MPCA
for the site and that the MPCA considers the site no longer of environmental concern.
Closed sites have been remediated to levels acceptable to the MPCA, have an on-going
action in place, or it was determined that environmental conditions on the site had not
been impacted by the reported release.
Elk River Municipal Utilities is also reported by EDR to be on the UST and AST
database.

This site is not expected to cause a recognized environmental condition on the Property.
B6. Cinema Professional Building, 657 Main Street, Elk River; located approximately 3/16
mile east-southeast of the Property in a published sidegradient groundwater flow direction
from the Property.
Liesch conducted a Remedial Investigation at this site in 1990. The report, dated
October 1990, stated that a UST was discovered in the garage. According to the report,
soil borings were installed and water levels were measured. The cross sectional diagrams
of the borings suggest that groundwater flow is to the southeast towards the Mississippi
River. The report recommended, "the state fire marshall be contacted and approval
obtained to close the tank in place" due to its location.
Liesch contacted Mr. Brad Norberg, the MPCA project hydrogeologist assigned to this
leak site (#3388). Mr. Norberg stated that this site has not been granted closure at this
time. A letter was sent to the responsible party from the MPCA in March 1993
requesting information to assure that the underground storage tank at the site was
abandoned according to MPCA guidelines.
Due to groundwater flow direction at this site, based on the Remedial Investigation
10 condition dated October 1990, this site is not expected to cause a recognized environmental
condition on the Property.
Unmappable Sites
EDR was unable to map a number of sites due to inadequate address information. These sites
are listed on page 16 of Appendix B where they are noted as an "Orphan Summary". Liesch
located these sites and determined that two are within the search radius of the various categories
of the Property. Liesch has plotted the approximate locations of those sites within the study area
on the maps in Appendix B and discusses them below. The discussions are numbered to
correspond with map locations and the sequence number added to page 16 of Appendix B by
Liesch.
Site number 11, North Suburban Orthopedics, is noted on the RCRIS-SQG list and the FINDS
database (search radius 0.25 mile within the study area).
Inclusion on these lists does not imply the facility has environmental problems or that a release
has occurred.

Site number 10, US WEST, is noted on the LUST database (search radius 0.5 mile within the
study area).
10. US WEST, 440 Jackson St. NW, Elk River - Leak Site #4493.
Liesch discussed this site with Ms. Linda Carroll at the MPCA. Ms. Carroll stated that
. this leak site was closed May 27, 1993.
This site is not expected to cause a recognized environmental condition on the Property.
3.2 Sherburne County Response
Liesch contacted Mr. Jim Brown of the Sherburne County Zoning Department. Mr. Brown was
not aware of any environmental concerns at the Property.
3.3 City of Elk River Response
Mr. Steve Rohlf, Elk River Building and Zoning Administrator, stated in a phone interview that
he is unaware of any environmental concerns on the Property.
3.4 White Dove Realty Response

Liesch contacted Mark Kleckner at Century 21 White Dove Realty for information on the
Property. Mr. Kleckner provided floor plans for the clinic at 307 King Avenue. Mr. Kleckner
allowed a copy of these documents to be made and the floor plan dated 1971 is included as
Figure 3 in Appendix A.
3.5 Polk's Business Directories
Liesch reviewed the collection of Polk's Business Directories at the Wilson Library. These
directories list the occupants of addresses from the 1930s through the 1980s and generally cover
urban and suburban areas. Liesch reviewed the Polk's Directories at the Wilson Library and
found the area of the Property was not covered.

3.6 Sanborn Fire Insurance Company Maps
' Sanborn Fire Insurance Company Maps were prepared for various communities from the late
1800s through the 1960s. These atlases show addresses, structures and other improvements,
such as utilities and storage tanks, for the areas covered. Liesch reviewed the Sanborn Atlases
at the University of Minnesota's Wilson Library and found the area of the Property was covered
for the following years; 1904, 1911, 1915, 1928, and 1928, revised 1941.
The 1904, 1911, and 1915 maps reveal a dwelling in the location of the present day 812 Main
Street house. A stable is situated in the area of the present day 317 King Avenue office/house
structure. A smaller structure is located on the northern boundary of the Property. There are
no structures or symbols in the vicinity of present day 307 King Avenue.
The 1928 and 1928, revised 1941 maps reveal the dwelling, as in the earlier Sanborn Maps, and
only one other the structure on the Property. The structure noted on earlier Sanborn Maps as
the stable is not labeled as stable in the 1928 map. On the 1928 revised 1941 map a larger
structure is located in the area of the former "stable" and it is denoted as a private or house auto
garage.
In all of the Sanborn Maps reviewed, the Property is situated on the northwest corner of Main
• Street and Quincy. Quincy was renamed King Avenue since the time that these maps were
created.
The available Sanborn Fire Insurance Maps are included as Appendix C.
3.7 USGS Topographic Maps
The 1961 and 1961, photorevised 1980 USGS topographic maps show the area of the Property.
Both maps reveal railroad tracks less than 1/4 mile north-northeast of the Property. No pipelines
or other items of environmental interest were noted on, or adjacent to, the Property from the
topographic maps reviewed. The USGS topographic map dated 1961 is included as Appendix
D.
3.8 Aerial Photograph Review
Aerial photographs, available from the University of Minnesota Wilson Library, were reviewed
to identify past land use and any readily apparent environmental concerns on or near the

Property. Photographs from the years 1939, 1953, and 1957 were available for review at the
time of Liesch's research. Copies of these photographs are included as Appendix E.
The 1939 aerial photograph reveals the residence at the location of
812 joins the residence with a smaller structure at the northwest corner of the Property.
A sidewalk
1953 and 1957 aerial photographs are similar, showing the present-day structures on the
Property.
Surrounding areas in all three of the aerial photographs depict commercial and residential
development.
There is no obvious indication of dumping or hazardous material disposal on the Property in the
reviewed aerial photographs.
3.9 Well Log File Search
Well records were researched by Liesch at the Minnesota Geologic Survey (MGS). Wells are
of interest because they provide a potential pathway for contaminant migration to the subsurface
from sources located above or below the ground. No wells were registered at the MGS for the
exact addresses and location of the Property or for adjacent areas.
4.0 WALK-OVER SURVEYS
On May 16, 1996, walk-over surveys of the Property, consisting of 812 Main Street, 307 King
Avenue and 317 King Avenue, were conducted by Liesch representative John Lichter. Mr.
Mark Kleckner, Realtor for White Dove Realty, was present to answer questions during the
walk-over surveys. The purpose of the walk-over survey was to identify any readily apparent
indications of potential environmental concern on or immediately adjacent to the Property. The
walk-over survey forms for the Property are included in Appendix F and selected photographs
taken during the walk-over survey are included as Appendix G.
4.1 812 Main Street
This address comprises approximately 14,400 square feet of the estimated 32,400 total square
feet of the Property. The residential structure located at this address is an approximately 2,800
square foot building (total floor area). It is heated by natural gas, and served by municipal
sewer and water, the building consists of two stories with a basement and it is currently being

rented to a family for residential use. Mr. Kleckner stated that he did not know when the
building was constructed but mentioned that there have been at least two additions to the building
which occurred in the 1940's and 1950's. The following areas of environmental interest were
noted during the walk-over survey.
Potential Asbestos-Containing Material
A number of materials which may have been asbestos-containing were observed during the walk-
over survey. These included texturized ceiling spray, plaster, sheet floor tile, and roofing tile.
Observed potential ACM was noted to be in good condition.
Potential PCB-Containing Items
Typical PCB-containing items include dielectric fluids in electrical equipment and lubricating or
hydraulic oils in machinery. Potential PCB-containing items observed at the Property are
discussed below.
Fluorescent light fixtures were observed in the building during the walk-over survey.
Fluorescent light ballasts manufactured prior to 1979 often had PCB-containing dielectric fluid.
Ballasts which are not labeled as being non-PCB should be considered to contain PCBs. All
undamaged ballasts may continue to be used without restriction. It is recommended that
unlabeled ballasts scheduled to be removed due to replacement, remodeling, or building
demolition should be transported by a licensed hazardous-waste hauling company to a licensed
hazardous-waste disposal facility permitted to receive PCB wastes.
Fluorescent Light Tubes
Fluorescent lighting was noted in the interior of the building. Fluorescent light tubes contain
mercury and lead, heavy metals which may be toxic in small amounts. Federal regulations ban
the disposal of fluorescent light tubes in any landfill. The MPCA requires that businesses store
used tubes, without breaking, prior to recycling, therefore, all used tubes should be stored in
a sturdy container to prevent breakage prior to transport to a light tube recycling facility.
Cleaners/Lubricants/Paints
Various household cleaners and lubricants were observed in small quantities in the basement of
the building. Quite a few paint cans, totaling approximately 30-50 gallons of paint, were
observed in the basement of the building. Prior to 1978, certain paints contained lead. Due to
the age of the house, painted surfaces are suspected to contain lead.

Aboveground Storage Tank (AST)
A 265 gallon steel aboveground storage tank used to store heating fuel oil was observed in the
southwest corner of the basement. This tank is reportedly not registered. Two remote fill pipes
are located in the yard near the southwest corner of the house. One of the pipes appears to be
abandoned and may have formerly served another tank located either in the basement or
underground outside the house. There is a copper tubing coming out of the basement floor
which joins a second copper tubing coming from the existing AST. The joined tubes are cut off.
It is inconclusive as to whether there was at one time or is at present a UST in that immediate
area. Liesch checked the building exterior with a magnetic locator but found no detection of an
apparent UST.
4.2 307 King Avenue
This address comprises approximately 10,800 square feet or 33% of the area of the Property.
The structure located at this address is a 3,700 square foot building heated by natural gas and
heating oil and served by municipal sewer and water. The building is a single story structure
with a basement under a portion and it is currently vacant. The earliest available building plans
for the structure are dated 1941. Mr. Kleckner indicated that there was an addition to the south
end of the building, although he was unsure of the date of the addition. The plans for the
addition were provided to Liesch and were dated 1971. The following areas of environmental
interest were noted during the walk-over survey.
Potential Asbestos-Containing Material
A number of materials which may have been asbestos-containing were observed during the walk-
over survey. These included sheetrock compound, plaster, ceiling tile and mastic, floor tile and
mastic, linoleum, blown-in attic insulation, pipe fitting insulation and pipe wrap, gasket material,
roofing tar, and shingles. Observed potential ACM was noted to be in good condition with the
exception of the blown-in attic insulation which covered the floor of the attic.
Potential PCB-Containing Items
Typical PCB-containing items include dielectric fluids in electrical equipment and lubricating or
hydraulic oils in machinery. Potential PCB-containing items observed at the Property are
discussed below.

X-ray equipment, film processing equipment and photochemicals were observed in the x-ray
room. Based on typical construction of x-ray rooms, Liesch anticipated the walls of the x-ray
room are lined with lead sheeting. Various reagents were noted stored in the basement in
limited quantities.
Lead Based Paint
Prior to 1978, certain paints contained lead. Due to the age of the structure, the painted surfaces
are suspected to contain lead.
Ozone Depleting Chemicals
The building is served by an air-conditioning system. Regulated ozone-depleting chemicals (e.g.
freon) may be present in these units. It could not be determined at the time of the visit whether
these units contained ozone-depleting chemicals, however, given the age of the building at the
Property they are suspected to be present. The units appeared in good condition overall at the
time of the survey. Only certified personnel should service or remove these units.
Aboveground Storage Tank (AST)
A 265 gallon steel aboveground storage tank used to store heating fuel oil was observed in the
northwest corner of the basement. Surface staining of concrete around the base of the AST
appears to be oil.
4.3 317 King Avenue
This address comprises approximately 7,200 square feet or 22% of the entire Property. The
stucco finished office structure located at this address is a 2,100 square foot building. It is

heated by natural gas and served by municipal sewer and water. The building is a single story
structure and is currently vacant. A partial crawl space exists under the southern portion of the
building. A second, upper crawl space exists above the main entrance hall. The separate stucco
finished garage is approximately 576 square feet in size. Mr. Kleckner indicated that the
structures were originally built in the late 1930's. An addition to the office was completed later.
However, Mr. Kleckner was unsure when this addition took place. Originally the structure
served as a residence. The following areas of environmental interest were noted during the
walk-over survey.
Potential Asbestos-Containing Material
A number of materials which may have been asbestos-containing were observed during the walk-
over survey. These included sheetrock compound, plaster, ceiling tile and mastic, floor tile and
mastic, linoleum, roofing tar, and shingles. Observed potential ACM was noted to be in
generally poor condition with the exception of some of the floor tiles located under carpeting and
the linoleum. It is unknown as to the condition of the all of the roofing material, the observation
of the presence of this material was made from the ground. Damage had occurred to the walls
and ceiling in some of the rooms. The ceiling and walls are wet and caving.in in various areas.
Potential PCB-Containing Items
Typical PCB-containing items include dielectric fluids in electrical equipment and lubricating or
hydraulic oils in machinery. Potential PCB-containing items observed at the Property are
discussed below.
Fluorescent light fixtures were observed throughout the building during the walk-over survey.
Fluorescent light ballasts manufactured prior to 1979 often had PCB-containing dielectric fluid.
Ballasts which are not labeled as being non-PCB should be considered to contain PCBs. All
undamaged ballasts may continue to be used without restriction. It is recommended that
unlabeled ballasts scheduled to be removed due to replacement, remodeling, or building
demolition should be transported by a licensed hazardous-waste hauling company to a licensed
hazardous-waste disposal facility permitted to receive PCB wastes.
Fluorescent Light Tubes
Fluorescent lighting was noted throughout the interior of the building. Fluorescent light tubes
contain mercury and lead, heavy metals which may be toxic in small amounts. Federal
regulations ban the disposal of fluorescent light tubes in any landfill. The MPCA requires that
businesses store used tubes, without breaking, prior to recycling, therefore, all used tubes should
be stored in a sturdy container to prevent breakage prior to transport to a light tube recycling
facility.

Utilities
Mr. Kleckner stated that a cable runs along the north side of the building. Electrical
transformers owned by the Elk River municipal utilities were observed overhead on the north
side of the office building. These connect to pole mounted electrical transformers adjacent to
the Property.
Old Foundations
Evidence of an old foundation was observed west of the garage. A metal pipe cut off flush with
ground surface was apparent within this old foundation area.
5.0 CONCLUSIONS
Work performed for this Phase One Environmental Site Assessment included review of state,
county, and municipal information on the Property, a walk-over survey of the Property to
identify any readily-apparent environmental concerns on or adjacent to the Property, review of
historical data for the Property utilizing aerial photographs, USGS topographic maps, Sanborn
Fire Insurance Company maps and a review of well log files. Liesch has performed a Phase
One Environmental Site Assessment in conformance with the scope and limitations of ASTM
Practice E 1527 for 812 Main Street, 307 King Avenue and 317 King Avenue, Elk River,
Minnesota ("the Property"). This assessment has revealed no evidence of recognized
environmental conditions with the Property.
However, Liesch observed the following items of environmental note which may require existing
or future environmental compliance activities:
• Possible asbestos-containing materials exist in the three main structures on the Property.

• Fluorescent lighting was noted at the Property. Spent tubes and bulbs are regulated as
hazardous wastes. Ballasts in these lights are suspected to be PCB containing.
• Pole mounted electrical transformers are located adjacent the Property.
• Air conditioning systems employing ozone depleting chemicals exist on the Property.
• Hazardous materials in the form of x-ray equipment, possible lead sheeting, film
processing equipment and photochemicals, various reagents, paint, and maintenance
chemicals are located at the Property.
• Approximately 30-50 gallons of paint are located on the Property. The painted surfaces
• of the structures are suspected to contain lead due to the age of the buildings.
• Two 265 gallon steel fuel oil ASTs exist within structures on the Property. The AST in
the former clinic building has staining associated with it on the surrounding concrete
surfaces.
• Evidence of an old foundation and a metal pipe flush with ground surface were observed
on the Property.
10 6.0 RECOMMENDATIONS
Liesch understands the City intends to demolish all structures on the Property after acquisition.
Liesch recommends the following items be accomplished prior to demolition:
• Complete an asbestos containing materials survey to comply with NESHAPS
requirements. Employ a licensed asbestos contractor to remove friable asbestos materials
• in accordance with NESHAPS requirements.
• Decommission and remove the fuel oil tanks.
• Decommission and remove the x-ray machine, lead sheeting if present, film processing
equipment and related chemicals.
• Remove all PCB containing light ballasts and fluorescent bulbs.
• Remove all ozone depleting chemicals and known mercury switch devices.

SUBJECT: Consider Expenditures for Landscaping
Within the Downtown Parking Lot
Background
Last summer the HRA approved plans to upgrade the city parking lot
adjacent to the Elk River Municipal Utilities building along Highway 10.
This parking lot improvement was funded from the HRA's 95 budget which
had programmed certain expenditures towards various public improvements
in the downtown area. Unfortunately, no funds were set aside to complete
the landscaping improvements.
The parking lot improvements that have been completed include opportunity
for landscaping to be installed along Highway 10 around the Elk River
Municipal Utility office and within the parking islands.
Recently, a landscaping plan has been prepared by Paul Paige of Hoisington
Koegler Group which utilizes certain plant material which may be
incorporated into the riverwalk project. The material that has been selected
is also hardy enough to withstand the harsh conditions along Highway 10
and have a salt tolerance to endure the salt spray from Highway 10 during
the winter time. It is anticipated a rock ground cover will be utilized within
the parking/landscape islands, around the Utilities building, and along
Highway 10. There will also be certain areas where a wood chip mulch will
be appropriate given the type of plant material. There is also some
preparation work such as removing bituminous between the parking area
and Highway 10 and establishing black dirt. The railing along Highway 10
will also be removed and underground irrigation completed.
Financing the Improvements
The parking lot landscaping improvements have been broken into two
phases. The first phase will basically cover the perimeter of the parking area
along Highway 10 and the interior landscaping islands. The second phase

Action Requested
The HRA is asked to consider the following actions:
1. Approve the landscaping plan as prepared by Hoisington Koegler
Group and dated June, 1996.
2. Reallocate $10,016.00 from the Railroad Drive parking lot
improvements to complete the landscaping in the downtown parking
lot.

• Based on the outcome of the long term plan for the Utilities building, the
second phase of the landscaping will either be installed later this year or held
off until a redevelopment scenario takes place whereby the landscape plan
can be amended accordingly. Attached is a plant schedule along with the
associated cost for each of the landscaping items. The project has been
broken into two phases as follows:
• Phase I - $ 6,653.00
• Phase II -
Total $ 9,016.00
• Rock /Wood Chip $ 1.000.00.

The HRA's 1996 budget did not include funds specifically for landscaping of
the downtown parking lot. However, the budget did include the following
line items:
• Reserve for future projects - $10,000
• Evans and Main parking lot development - $12,000
• Railroad Drive parking lot improvements - $25,000
• Riverfront - $20,000
• In order to complete the landscaping in the downtown parking lot, the HRA
may wish to consider reallocating funds from one of these identified line
items to complete the downtown parking lot. Staff would suggest that the
HRA consider utilizing a portion of the $25,000 dedicated to the Railroad
Drive parking lot improvements to complete the landscaping in the
downtown parking lot. The Railroad Drive parking lot improvements will
most likely become a 1997 project as it is unlikely a design of that parking lot
will be done before the master plan for downtown is completed. Furthermore,
it seems reasonable that before moving on to another project, last year's
project be completed in its entirety.
Schedule of Improvements
Assuming the HRA approves the funds to compete the plan, staff will be
working with Phil Hals to coordinate the improvements. We are hopeful the
project can be completed in the next two to three weeks. Work will most
likely begin along Highway 10 and proceed towards the interior of the
parking lot. Once the project begins, it should be completed within a week.
Prior to commencing work, staff will notify the businesses and give them
information relative to the project and time schedule.
