Discussion: Bylaw Revisions Staff has attached to this memo the bylaws of the Housing and Redevelopment Authority and would like to discuss at this time some of the major issues which should be modified to reflect more accurately the current position of the HRA. Such issues staff has identified are as follows: • Publishing a public hearing notice for each meeting of the HRA • Calling special meetings of the HRA • Establishing a consistent monthly date and time for HRA meetings. • Staff is recommending at this time that the Commissioners discuss these issues, and other if they feel it is appropriate, and that a modification of the bylaws be brought before the HRA at its next meeting. It has been a number of years since an amendment to the bylaws of the HRA has been made, and it may be appropriate at this time to consider other changes and modifications. s:eda\hra\agmm8.12.doc • f / CONSULTING ENGINEERS Maier Stewart & Associates Inc. Elk River, MN 55330 RE: DOWNTOWN SIDEWALK Dear Mr. Klaers: some time ago, you asked me to review the cost of replacing the decorative sidewalk downtown with a standard rype of concrete sidewalk. A review of that project file indicates there is approximately 30,000 square feet of decorative sidewalk. We would estimate the cost of removal at about $1.25 per square foot due to the proximity of buildings, trees, lights and the need to save the curb and gutter. For somewhat the same reasons, difficult construction, we would estimate the cost of replacement sidewalk at $2.25 per square foot. Based on these cost estimates, the total cost would be approximately $105,000.
