5. Discussion: Sidewalk Replacement Program Budget
Attached to this memo is a letter from MSA regarding the replacement
of approximately 30,000 square feet of decorative sidewalk in
downtown Elk River at a total cost of$105,000. The purpose of this
agenda item is to have the Commissioners discuss whether it is
appropriate for the HRA to include $15,000 in this year's budget to be
put in a fund for sidewalk replacement project.
6. Discussion: King and Main Project
Lori Johnson will be available at this HRA meeting to discuss with the
Commissioners the implications of the purchase of the King and Main
project, and the budgeted line item of$37,000 to repay this loan. Lori
Johnson will provide an explanation of the anticipated schedule for
repayment of this loan by the HRA over the period of the next five to
seven years.
Upon completion of a project on this site,staff anticipates tax
increments generated will cover a majority of the costs involved with
this acquisition. Due to timing considerations, however, a project will
not be completed until the fall of 1997, and therefore will not be
ioproviding full tax increment value until 1999.

• 8. Appoint Paul Steinman as Executive Director of the Elk River
Housing and Redevelopment Authority
Due to the hiring of the city's new director of economic development,
staff is recommending that Paul Steinman be appointed as executive
director of the Elk River Housing and Redevelopment Authority.
9. Discussion: Bylaw Revisions
Staff has attached to this memo the bylaws of the Housing and
Redevelopment Authority and would like to discuss at this time some
of the major issues which should be modified to reflect more accurately
the current position of the HRA. Such issues staff has identified are as
follows:
• Publishing a public hearing notice for each meeting of the
HRA
• Calling special meetings of the HRA
• Establishing a consistent monthly date and time for HRA
meetings.
• Staff is recommending at this time that the Commissioners discuss
these issues, and other if they feel it is appropriate,and that a
modification of the bylaws be brought before the HRA at its next
meeting.
It has been a number of years since an amendment to the bylaws of the
HRA has been made, and it may be appropriate at this time to consider
other changes and modifications.

RE: DOWNTOWN SIDEWALK
Dear Mr. Klaers:
some time ago, you asked me to review the cost of replacing the decorative sidewalk downtown
with a standard rype of concrete sidewalk. A review of that project file indicates there is
approximately 30,000 square feet of decorative sidewalk. We would estimate the cost of removal
at about $1.25 per square foot due to the proximity of buildings, trees, lights and the need to save
the curb and gutter. For somewhat the same reasons, difficult construction, we would estimate the
cost of replacement sidewalk at $2.25 per square foot.
Based on these cost estimates, the total cost would be approximately $105,000. If you have any
