Municipal Utilities UTILITIES COMMISSION MEETING
TO: FROM:
Elk River Municipal Utilities Commission Theresa Slominski—Finance and Office Manager
John Dietz—Chair
Al Nadeau—Vice Chair
Daryl Thompson—Trustee
MEETING DATE: AGENDA ITEM NUMBER:
November 17, 2015 6.1b
SUBJECT:
Staff Update 1
DISCUSSION:
The second portion of Area 1 (lb) of the Territory Acquisition proved more challenging than the
first portion of Area 1 (1 a) given there were so many more customers, and more commercial
customers in that group. We converted the customers from Connexus to ERMU on October 13th
and finalized most of the meter change-outs by October 16th. There are only a few meters that
haven't been changed out yet. Data input was completed by November 6th in setting up the new
accounts and associating the billing account with the meters recently changed out, and the first
meter readings on these accounts were collected November 9th and 10th. This was another
example of team work between all departments, and a lot of work it was!
This has been a busy month in preparation of the year-end reporting requirements of the
Affordable Care Act(ACA). The new Payroll and A/P Specialist,Kathy Greenberg, has
attended multiple webex's and seminars in order to become informed and educated on the
various reporting requirements and the process to prepare for those requirements. Our software
vendor,NISC,has been actively working towards providing a means of reporting through their
software, which is very helpful. However, they can only automate the reporting for those
individuals on our insurance the entire year. For those individuals hired after the first of the year,
or leaving after the first of the year,we have to utilize a manual input to be able to report
properly.
Troy and I met with our auditors, at their request, on November 10th. They wanted feedback on
their services and our satisfaction, which were all positive. We discussed changes we have
implemented this year or will be implementing in the future(PILOT change, donated electricity
change, and moving to 5 Commissioners.) We also discussed the Territory Acquisition
agreement and upcoming MISO reporting changes, as well as GASB 68 requirements.
