Background/Discussion The subject area is zoned as Mixed Use Elk River Plaza district MU -ERP which allows on permanent area identification sign per neighborhood. The applicant is asking that the ordinance be amended to allow a second smaller identification sign. Analysis The commercial development in the MU -ERP has one area identification on the east side of the development on Highway 169. The applicant is proposing to have one 10 foot tall, 50 square foot sign on the south end of the development. East Sign Proposed South End Sign The proposed ordinance amendment would allow for a second area identification sign in the MU -ERP not to exceed 12 feet in height and 50 square feet. This proposed second sign requirements are smaller than what is currently allowed. 1I■EIEI Ir NAiURE Due to the applicants business being located one block off of Freeport, the lack of visibility, the size of the development, the number of freestanding structures, and the double road frontage the development has, staff agrees that a second area identification sign to the development is needed. Approval from the property owner would be required in order for the signage to be erected in the location it is being proposed. Attached is the design of the Directional monument sign that Guardian Angels is proposing, I could not get to my file in MN for the write up that I had sent previously so please accept the information that I have typed below in response to the staff's comments: Narrative Your application indicates what is being proposed but we need more information explaining: What are the reasons/purpose for the proposed Ordinance Amendment? The general public and the constituents of Guardian Angels as well as other occupants of 508 Freeport are having difficulty discerning the location of the building which is assigned an address of 508 Freeport but in actuality is physically located one block off and off to one side of Freeport. This lavational deficiency makes finding the property very difficult and unreasonable as common sense navigation is not effective. The driving public is not only forced to navigate inefficiently and with poor results but it also poses a continuing safety hazard to the drivers on Freeport as drivers routinely are forced to hunt for the address on the actual road where such address is not readily apparent causing drivers to slow down and even stop in the middle of the road as they attempt to look for a building on Freeport that is not there. What has changed to warrant the Ordinance Amendment? As the City of Elk River has grown and as Guardian Angels has also grown and also relocated the main offices as well as significant services, programs and meeting space to the building the number of users, visitors and drivers has increased dramatically causing an increasingly difficult and dangerous situation for not only occupants and visitors to the 508 Freeport building but also to all the drivers that commonly utilize the Freeport route. What are the benefits to the City? First and foremost this change would help eliminate the dangerous situation on Freeport caused by drivers searching for the 508 building as descried. In addition the change would benefit the general public by providing information to the destination that truly cannot be discerned with navigational common sense utilized by the general public. Simply said since the address, (from a common sense 12 3 perspective), does not exist on the actual Freeport roadway and since the building is also not readily visible from the actual roadway (within the normal drivers safe driving field of vision distance), this directional monument sign physically provides for the location of the "address" as well as the identifying "name" of the location that drivers are searching for on Freeport. That § 30-1584, MU -ERP mixed use Elk River Plaza district of the City of Elk River Code of Ordinances shall be amended to read as follows: Sec. 30-1584. - MU -ERP mixed use Elk River Plaza district.
