February 10, 3:00 - 6:00 p.m., City Hall
I. PURPOSE OF MEMO
The purpose of this memo is to outline discussion topics for the first
HRA Strategic Planning meeting from which will come
recommendations to be brought to the Strategic Planning Task Force
• and incorporated into the overall Economic Development Strategic
Plan.
II. OVERVIEW
The Strategic Planning Task Force, as part of its work on the Strategic
Plan, has identified the four primary issues which affect the future
economic development efforts of the City of Elk River. These four
issues are as follows in their order of priority:
1. Industrial Base
2. Business Retention and Growth
3. East Highway 10 Development/Redevelopment
4. Downtown Redevelopment.
The Strategic Planning Task Force has asked the EDA and HRA to,
undertake certain activities to aid them in completing the Strategic
Plan. The EDA has undertaken the activity of identifying specific
action items to be accomplished over the next three to fifteen year
period in order to address the Industrial Base issue. The Strategic
Planning Task Force has asked that the HRA undertake a process to
identify specific action items in order to accomplish the #4 priority

issue - Downtown Redevelopment. This would be a natural role for the
HRA in that it will be the body most likely to undertake the initiatives

regarding Downtown Redevelopment which will be identified in the
Strategic Plan.
III. PRIMARY ISSUES TO CONSIDER
The HRA has the following primary issues to consider in its discussion
of the Downtown Redevelopment issue:
• What is the primary objective of the HRA in this exercise?
The primary objective of this strategic planning exercise is for the
HRA to complete the following activities:
0 Identify all of the factors/issues of Downtown Redevelopment
0 Prioritize/categorize these sub-issues into four or five major
issues
0 Identify goals for each of the four or five major issues and
specific action steps which will be taken in order to
accomplish the goals
0 Attach a timeframe to the specific action steps in addition to
identification of the parties responsible for completing such
• action steps
0 Provide a recommendation on this "action plan" to the
Strategic Planning Task Force
It is important for the HRA to keep in mind that this is a
"planning"process at this time, rather than implementation. In the
near future, however, the HRA will be involved in implementation
of this action plan. The process will be that the HRA would make
its recommendation to the Strategic Planning Task Force, and the
Task Force will make a recommendation to the City Council on all
action plans addressing the four priority issues. Upon acceptance
by the City Council, implementation will become the responsibility
of two primary groups, the HRA and the EDA.
• What are all of the major issues affecting Downtown
Redevelopment?
Staff has undertaken an exercise to identify some of the issues
affecting Downtown Redevelopment at this time. The HRA is asked,
as part of this meeting, to discuss this list of issues and modify it as
appropriate. Staffs list of the issues is as follows:
• 0 Parking
0 Riverwalk
0 Pedestrian system
0 Overall design
0 Sidewalks
0 Signage
0 Transportation
0 Land use mix, i.e., housing, retail, office
0 Redevelopment blocks
0 CBD boundaries
0 Market analysis
0 Groups affected, i.e., Rivers Edge, Chamber, local property
owners, business people
HRA should undertake a discussion of these issues and add or
modify this list based upon past experience and knowledge. The
final list of sub-issues should be categorized into four or five major
issues with which the HRA could begin to formulate an action plan,
thereby outlining a method to address the list of issues.
IV. CONCLUSION
• In conclusion, the HRA and EDA are undertaking a very significant
role in the strategic planning process. It will be the primary function
of these two groups to implement the Strategic Plan once adopted by
the City Council. This plan will incorporate the visions of each of these
groups for the city's future Industrial Base and appearance/vitality of
Elk River's downtown area (Downtown Redevelopment).
The HRA is to accomplish its planning objective some time in the
month of February, in order to provide its recommendations to the
Task Force at its final meeting in early March.
