Presentations by Jim Brimeyer and Theresa Washburn The purpose of this meeting is to hear presentations from two potential facilitators for the first component of the Downtown Master Plan. Both presenters have varying degrees of experience working with groups in a leadership capacity. Their most relevant experience may • be as follows: • Jim Brimeyer facilitated the Economic Development Strategic Plan for Elk River • Theresa Washburn - facilitated the visioning process for the city of Monticello's Downtown Master Plan. Each presenter has included a short biography describing some of the detail of their work experience. Each presenter will have approximately 30 minutes for their presentation and discussion with the group. 5. Joint Discussion about Presenters and Future Process The purpose of this portion of the meeting is to hear input from the Planning Commission, Rivers Edge Downtown Development Corporation, Chamber of Commerce, and HRA regarding the presenters. Should there be clear consensus on direction to proceed with one of the two presenters, the HRA could take action on that issue at its regularly scheduled meeting following this special meeting. One significant issue which has yet to be discussed with either presenter is the cost and scope of services. P.O. He serves in this capacity for both public and private sector organizations. Previously, Jim served four cities: three as a City Manager including his last position as City Manager of St. Louis Park, Minnesota (population 45,000), with a budget of$28 million and 230 employees. He also served in Worthington, Ohio and Wood Dale, Illinois. He began his career as Assistant City Manager in Park Ridge, Illinois after obtaining a Master's Degree in Public Administration from Northern Illinois University. He received a B.A. Degree from Loras College in Dubuque, Iowa. Jim is a member of the International City Management Association, the Minnesota City Management Association, the National Forum for Black Public Administrators, and the Minnesota Municipal Utilities Association. He is active in community activities including the TwinWest Chamber of Commerce and is Past President of the St. Louis Park Rotary Club and the St. Louis Park Rotary Foundation. He serves on the Boards of two Twin Cities based companies. In January, 1996 he began a four-year term as City Council Member-at-Large in St. Louis Park, Minnesota. The process assesses constituencies' needs, examines organizational strengths and weaknesses, establishes priorities, and develops strategies and action plans to meet the expectations of the stakeholders. More importantly,it allows the organization to develop a mission statement which encourages a more logical and rational approach to decision-making. St.Louis Park Community-Wide Visioning Process The Brimeyer Group led a Steering Committee of 37 members to develop"Vision St.Louis Park." The effort was to initiate a Strategic Planning process designed to challenge the public and private sectors to cooperatively envision the community's preferred future. Through the • efforts of the Steering Committee, eight major areas were identified to become the focus of community efforts for the next five- 15 years. Those areas were then examined by eight separate Task Forces consisting of 20-30 members each who were asked to identify expected results of the process and bow performance would be measured. The results were included in a document which was sent to 14,000 households in St.Louis Park. The Management Committee recently established an Outcomes Committee which is in the process of developing performance measurements to determine whether or not the City is meeting the vision. City of EIk River Strategic Plan for Economic Development This recent plan resulted in the development of a Mission Statement. Results from this process include major rezonings of properties to expand the City's industrial base and proposals to reinvest and develop Elk River's central business district utilizing the Mississippi corridor as a main attraction. There is a major effort by the Elk River Chamber of Commerce to deal with business retention and • growth. 05/20/98 WED 08:28 FAX 904-MAINSTREET a004 I Project Experience Brimever&Associates Strategic Planning et Visioning City of Hopkins Strategic Plan for Economic Development The Brimeyer Group was originally involved in this project in 1992 with a 12-member strategic planning task force. The process took approximately six months and was updated two years ago. As a result of that effort, the City identified and is in the process of implementing specific action plans to accomplish issues business retention and recruitment,neighborhood development, development of County Road 3/Excelsior Boulevard,Main Street development, and improvement of the City's image. The process has produced solid results. Recently completed is a six-screen movie theater and restaurant complex on Main Street. Across the street a$4.2 million performing arts theater recently opened.
