4. Discuss Results of Interview Sessions and Future Process
It would be appropriate for the HRA to take action to direct staff to
negotiate a fee and scope of services with one of the two presenters.
This action will be dependent upon the discussion which took place at
the special meeting from Planning Commission members, Rivers Edge
• Downtown Development Corporation, Chamber of Commerce, and
HRA members.
If there is not clear consensus on a specific presenter, staff would
recommend that each presenter outline their recommended scope of
services and fee schedule which could then be discussed at the June 22
meeting of the HRA.

The 200I Arts Alliance respectfully requests the temporary use of
the empty city-owned lot northwest of the First National Bank.
• Purpose: To attract attention to a I999 Arts Festival in the
Elk River Area, with goal of establishing an arts facility
• Signage Plans and Size: We would erect a pyramid style
sign,constructed of plywood with an 8 foot square base and
approximately 6 to 7 feet high. Some sculptures,periodically
changed, may also be used.
• Duration: We would use the corner of the lot up to and
including the Arts Festival, ending on June 27, I999,unless the
property is sold before that time.
• Maintenance: The sign, the walkway providing access to the
sign, and its immediate vicinity would be maintained by the
• publicity committee.
