Select Downtown Master Plan Facilitator Attached are proposals from the following potential facilitators: • The Brimeyer Group, Inc. - Jim Brimeyer • • Washburn and Associates - Theresa Washburn Total costs as outlined in each proposal is as follows: • The Brimeyer Group - $3,500 plus $100-$250 in expenses • Washburn and Associates - $3,600 plus travel expenses including mileage, accommodations, and meals. Staff estimates these expenses to be approximately $1,200-$1,500. The significant difference between the two proposals is that The Brimeyer Group is based upon the formation of a "Task Force" of approximately 12-15 members. Washburn and Associates proposes to involve a variety of organizations and the general public. The Washburn and Associates proposal appears to be a much more involved process, however, both proposals anticipate completion of this phase within an approximate three to five month timetable. Each of the,proposals has indicated the final product of their process will be a workplan designed for implementation over time to accomplish various objectives identified throughout the process. Staff sees both consultants as being excellent facilitators for the II/ proposed process. The major difference in the proposals specifically F'.0. The Washburn proposal emphasizes the involvement of the general public as well as a number of other groups whereas the Brimeyer proposal does not. Staff feels the Washburn proposal will provide a more comprehensive approach and better "buy in" from various organizations and the general public. Such buy-in is a necessity prior to moving into a physical design phase. Although somewhat more expensive, the Washburn proposal involves approximately 72 hours of time compared to 12 hours with the Brimeyer proposal. Recommendation Staff recommends acceptance of the proposal from Washburn and Associates to facilitate the visioning process and establishment of a work plan for downtown. 5. Midwest Building Components-Proposal for King. and Main Project • Attached are copies of information from Midwest Building Components regarding a possible King and Main project. Midwest Building Components (MBC) is currently under negotiation with Barton Sand and Gravel to purchase some acreage for construction of their manufacturing facility for precast concrete panel systems. MBC's interest in the King and Main project is in part due to their desire to display an office product using their precast concrete panel systems. At the meeting on Monday, June 29, 1998, MBC will provide an architectural rendering of a proposed structure on the King and Main site. Included in the packet attached to this memo are samples of the colored product and buildings on which similar products have been used. MBC would like to request that the HRA provide them exclusive rights to market and seek tenant interest in the site for a nine month period. Should they be able to solidify tenant interest by that time, the HRA would move forward to make a formal commitment to MBC. MBC will also provide to the HRA at the meeting on the 29th, its pro formas for leasing tenant space in the building. Terry Veech, owner of MBC, will be available at the HRA meeting to further discuss these options. As is expected by the HRA, a zero dollar land cost from the developer • may be anticipated as part of this project. Staff would suggest leaving various options open for payment of a minimum $100,000 for the land. This payment could possibly be made over time beginning when the • building is 100 percent leased. The specific details of the land purchase price and financing options would not have to be negotiated prior to entering into a Letter of Intent with MBC. MBC is proposing a two story L-shaped building with a full basement and a footprint of approximately 7,680 square feet. The building would be located on the southeast corner of the lot, with the main entrance being located on the corner of Main and King. The development is targeted to provide one parking space on and off site for each 300 square feet of gross floor area. MBC proposes that the style of the building would be historic in character and earth tone in color. The exterior would be architectural precast panels using a combination of finishes. Recommendation Staff recommends the HRA enter into negotiations with MBC for a six month letter of intent to provide the land to the project as proposed at a price of$100,000 with the actual terms to be identified in the final development agreement. .41° Staff proposes to bring the negotiated letter of intent back to the HRA for final approval at its meeting on July 27, 1998. (M.B.C. Inc. )is located in Lino Lakes, Minnesota providing premanufactured floor,roof, and wall panels to the commercial and industrial building industry in the Minneapolis and St. Paul area. The M.B.C. Inc. panels are referred to as Double I's. The Double I panels are a new application of standard building practices, it is defined as a composite beam and slab system. The Double I is a cost effective alternate in applications where precast slabs and bar joist&deck systems are used. The Double I offers a third design option,providing flexibility, reduced span to depth ratio's,and fast high volume square foot erection capabilities. Double I panels can be delivered within 4-6 weeks,rather than 8-16 weeks for bar joist products and are comparable in square foot costs and weigh • approximately a third less than precast concrete panels. Midwest Building components, Inc. has been in business since May of 1996. MBC, Inc. and Eull Concrete Products, Inc. ( our contract manufacturer for our panels )are persently negotiating with Tiller Corporation regarding land acquisition for a relocation to the Elk River Area. This will be based on securing appropriate zoning and use permits for the land in consideration. Midwest Building Components,Inc. Management Terry Veech has twenty-five years of experience in the construction,millwright and production field. He has sixteen years of hands on experience and nine years in management. Mr. Veech's experience in management include contract administration and close-out of scattered site projects with an 8 million dollar budget,project scheduling and coordination, construction observation, plan and specification compliance and quality control. Ramani Ayakannu has fourteen years experience as a structural engineer and has lectured in Civil and Structural Engineering. Mr. Ayakannu is Chief Engineer at Concrete Structures Incorporated, located in Richmond, Virginia, managing an engineering department with annual billings of ten million. Mr. Ayakannu is • experienced in timber, steel, concrete(precast, post-tensioned, poured-in-place, and prestressed) design. If the group gets much larger than 12-15, or if it is necessary to "politically" touch base with a larger number of organizations, we will have to talk about the approach, time, and costs of doing a broader participative process. If the decision is made to broaden the participation or extend the timeframe, we can always make that decision at that time. It is my feeling that since we have done this before, we should be successful in identifying three to five major strategic issues. It is anticipated these issues will center on marketing strategies, design themes, public/private investment, and a timetable for implementation driven by action plans. This pre-design process, in which goals and objectives are established by community members, is critical to the successful implementation of any comprehensive downtown design. Furthermore, community education creates informed and prepared volunteers, staff, and council members. This proposal does not seek to address all the issues that may arise in the visioning and planning process. However, four key elements are present. First,the promotional piece, which raises public awareness of downtown revitalization. Second,the visioning workshop, open to interested groups, where participants realize a shared vision of the future of the downtown area. Third,the workplan process, when individuals commit to specific tasks that support the goals and objectives created in the visioning workshop. And finally,the educational component, which provides volunteers and staff real life solutions for implementation, as well as, education of the basic principals of design, promotion, and economic development. The challenge of this process is to create a workable structure with clear responsibilities for interested organizations and groups. The process must address the mission of each group and create a place for them as the plan develops. In doing so, the design stands a better chance of survival and utilization. 111 The ultimate goal is an economically viable, attractive downtown district that serves the needs of those that use it. HRA members Thank you for taking the time to review Midwest Building Components, Inc.'s information on the proposed office building at King&Main. Additional information presented today on the buildings design and operational costs will both answer and ask a myriad of questions. With these questions come a challenge requiring a concerted effort on the part of NEC,Inc. and the . HRA to find solutions to those questions. The MBC,Inc. building is paralleling the costs of a wood structure. The other structures, glass &metal and block&brick are 11%and13%higher respectively. The challenge associated with this project come in the need for a correct mix between parking, building square foot area,market rate rents, debt servicing and square foot construction costs. Market rate rents dictate operating income,which in turn provide debt servicing which again dictates construction costs. A look at operational cost breakouts reveal a marginal return on investment. These costs are also based on a less than market rate for building construction and do not include land costs. With this marginal return on investment all available development vehicles will need to be investigated to provide a solution to allow the King&Main building to be erected.
