I. Call Meeting to Order
Pursuant to due call and notice thereof,the meeting of the Elk River Housing and
Redevelopment Authority was called to order at 5:30 p.m. by Vice Chair Toth.
2. Pledge of Allegiance
The Pledge of Allegiance was recited.
3. Consider 11/2/15 Agenda
Moved by Commissioner Kuester and seconded by Commissioner Burandt to
approve the November 2,2015, agenda. Motion carried 4-0.
4. Consent Agenda
Moved by Commissioner Kuester and seconded by Commissioner Chuba to approve
the following consent agenda:
4.1 October 22,2015 Regular Meeting Minutes
4.2 Check Register
4.3 Balance Sheet
4.4 Revenue/Expenditure Report
Motion carried 4-0.
5. Open Forum -No one appeared for Open Forum.

7.1 HRA Owner-Occupied Rehabilitation Update

Colleen Eddy provided an update on the HRA Rehab loan program. She asked that the
HRA approve the mortgage and repayment agreement for 1205 4th Street NW,attached to
the staff report. Ms. Eddy noted that an advertisement for the loan program is included in
the winter edition of the Elk River Current,as well as advertising through social media. Staff
and CMHP will host an informational meeting before the end of the year.
Motion by Commissioner Chuba and seconded by Commissioner Burandt to
approve the mortgage and repayment agreement for 1205 4th Street NW. Motion
carried 4-0.
7.2 Golden Shovel Agency
Amanda Othoudt reviewed the Golden Shovel Agency contract to redesign the EDA/HRA
website. She stated that the total cost is $11,400 to be split evenly between the EDA and
HRA ($5,700/year each), and billed monthly ($475). She explained that the cost will
continue at the$11,400/year rate.
Commissioner Chuba asked if the website would"go away"if the contract was cancelled.
Ms. Othoudt stated yes,that they would then need to revert back to the information
provided on the city's main website.
Ms. Othoudt compared the existing HRA information on the city's website to an example of
GROW South Dakota's website designed by Golden Shovel Agency.
Vice Chair Toth asked if the HRA would be given the same amount of exposure as the EDA
on the website. Ms. Othoudt stated yes,it would be equal.
Commissioner Chuba asked if staff will be able to edit the website. Mr. Othoudt stated yes,
after they receive training from Golden Shovel.
Commissioner Burandt asked what kind of notice is needed if they wished to get out of the
contract. Ms. Othoudt stated 30 days' notice is required.
Motion by Commissioner Chuba and seconded by Commissioner Burandt to
approve the contract with Golden Shovel Agency to begin work on the EDA/HRA
website. Motion carried 4-0.
7.3 Business Subsidy Policy
Ms. Othoudt presented the staff report. She explained that the changes made in the policy
since November 2002 were not formally approved by the HRA.
Motion by Commissioner Chuba and seconded by Commissioner Burandt to
approve the revisions to the Business Subsidy Policy. Motion carried 4-0.

7.4 Blighted Properties Commercial/Industrial Forgivable Loan Program—
Revisions
Ms. Othoudt presented the staff report. She reviewed the proposed administrative
corrections to the program.
Motion by Commissioner Chuba and seconded by Commissioner Kuester to approve
the revisions to the Blighted Properties Commercial/Industrial Forgivable Loan
Program. Motion carried 4-0.

Motion by Commissioner Chuba and seconded by Commissioner Kuester to adjourn
the meeting. The motion carried 4-0.
