I. Call Meeting to Order
Pursuant to due call and notice thereof,the meeting of the Elk River Parks and
Recreation Commission was called to order at 6:30 p.m. by Chair Anderson.
2. Consider October 14, 2015 Agenda
Moved by Commissioner Sagan and seconded by Commissioner Ahlness to
approve the October 14,2015, Parks and Recreation Commission meeting
agenda. Motion carried 4-0.
3. Consider September 9, 2015 Regular PRC Minutes
Moved by Commissioner Kallemeyn and seconded by Commissioner Sagan
to approve the following September 9,2015 Parks and Recreation Commission
Minutes. Motion carried 4-0.

5. Staff Introductions
Mr. Benoit introduced new staff Laura Wecht and Tim Sevcik to commission
members.
6. Park/Program Highlight
Mr. Benoit shared a presentation highlighting the 2015 Elk River Farmers Market.

7.1. Park Improvement Fund
Mr. Benoit presented his staff report.
Commissioner Anderson discussed the proposed staff changes and all
commissioners agreed that they do not support putting$25,000 towards one park
entrance sign. Hard to recommend it in good faith without seeing what the signage
will be and cost.
Commissioner Kallemeyn recommended leaving the u$25,000 not allocated to any
particular item to be able to use on other projects.
Commissioner Anderson wants the council toitintiVitheto commission is disappointed
that they haven't seen any concept designs of the wayfin�g plan.
Council member Wagner shared that sle believes in consists branding. Cautioned
the commission in changing the amount as Hillside City Park is attire Park in
the Master Park Plan. ':
Commissioner Anderson:suested leaving it in there for the community not just
one park.
Commission members agreed dity wouldlike.to have 3 Gore information regarding
the Trott BrodlAadt addition of$ 4,000. .
Commissioner Andersdn said that the associations need to share their list of needs,
with a cost and then put budget.
Mr. Benoit will work`with associations in planning based on the newly allocated
180,000.
dreg from Baseball Association shared that they have spent countless hours with
lcaontractors to come up with a plan. Appreciate the money being allocated.
Hans ni Bros. has gotten the bid down to $59,000 for four dugouts and would like to
ask the commission to move forward with the project this year. If concrete can be
poured now the dugouts can be built over the winter and be ready for the spring
season. ::
Commissioner Anderson stated that this would have to be approved by City Council
and that the Parks and Recreation Commission do not have final say. The
Commission recommends $180,000 on athletic field improvements that way
associations and staff can work together on prioritizing the list of needs.
Commissioner Anderson wants to balance the approach to the use of the money so
all associations would benefit from the money allotted.

Moved by Commissioner Sagan and seconded by Commissioner Kallemeyn
to recommend to City Council to accept staff recommendation of the Park
Improvement Fund. Motion carried 4-0.

Mr. Benoit presented staff report, adding Wthat.amthe grant proposal has been.
approved
for the $430,000 for prairie restoration at1-,.foulton Conservation Area
over the next 4 years.
