Action Requested
Adopt, by motion, the Agreement for Services to hire Veit & Company Inc. to complete the removal of
the William H. Houlton Conservation Area outbuildings and materials.
Background/Discussion
City Council already approved on December 7, 2015, the Agreement for Services to hire Veit & Company
to complete the removal of the farm buildings. Upon tabulation of the bids, staff found two items that
need to be corrected:
■ The completion date should read July 31, 2016. The agreement originally stated 2015.
■ The Not to Exceed price should be $41,084. The mobilization item on Veit's form in the amount
of $1,235 was left out.
They have a mobilization cost on their hand written form that was missed in the amount of $1,235.00.
Staff has made these corrections to the Agreement for City Council to approve.
Veit still remains the most responsible lowest bid at $41,084. The next lowest bid was at $44,585 so this
slight increase of $1,235 to the agreement does not change the bid outcome.
Financial Impact
This work will be funded through the Houlton Property Fund. The fund currently has over $63,000 with
revenue from a donation of $50,000 from the Trust for Public Land and a short-term agriculture lease.

Agreement for Services
This Agreement for Services ("Agreement") is entered into between Veit & Company Inc. ("Contractor") and
the City of Elk River ("City") regarding the Houlton Farm outbuilding removal to be performed between
December 7, 2015, and July 31, 2016.

The Contractor has received the Request for Proposal ("RFP' and will comply in all respects with the RFP in the
performance of this Agreement.
The Contractor shall furnish all supervision, labor, materials, and equipment necessary to accomplish the Houlton Farm
outbuilding removal services (the "Work") as specified in the RFP. The Work is to be completed by July 31, 2016. The
hours of operation will be weekdays from 7:00 a.m. to 7:00 p.m.
The Contractor is responsible for all permits and compliance with all local, state, and federal building, electrical, safety,
waste management, and other codes and laws.
The Work includes removal of the Houlton Farm outbuildings and materials as directed in the RFP and any other
written communication by the City. If conditions are present that Contractor believes are not within the scope of the
RFP, the Contractor will notify the City within 24 hours of assignment and will send bid and photos to request
additional considerations.
Any damage to the property caused by the Contractor shall be repaired by the Contractor.
All junk and debris removed are to be properly disposed of by the Contractor off of the property location in compliance
with all applicable regulations and City standards. All receipts and load tickets must be furnished to the City upon
completion.
Erosion control and dust elimination measures on the property shall be used.
Safety
Safety of the Contractor is a first priority. The Contractor understands its obligation to inform the City and remove
itself from an unsafe situation due to threats, hazardous materials, or similar situation. All safety and security measures
will be put in place by the Contractor.
Insurance
Any changes to the workers compensation and general liability insurance, (i.e., carrier, coverage term/amounts) provided
in Contractor's response to the RFP must be submitted in writing to the City.
Billing
The accepted bid was for award to demolish all buildings and removal of foundations and seeding for all buildings. The
Not to Exceed price was for $41,084. After completing authorized work, any invoices, documentation, reports, and
pictures should be sent to:

Invoices will be submitted to the City Council for payment upon completion. Invoices will not be paid for work
completed without a written order.
