SR 12-21-2015Request for Action To Item Number Mayor and City Council 4.16 Agenda Section Meeting Date Prepared by Consent December 21, 2015 Brandon Wisner, Stormwater Coordinator Item Description Reviewed by Stormwater Pond Dredging Justin Femrite, City Engineer Reviewed by Cal Portner, City Administrator Action Requested Authorize, by motion, the acceptance of the bid from Steinbrecher Companies, Inc., in the amount of $63,712.50 to dredge the American Legion/Railroad Drive and the Deerfield Hill Park stormwater ponds. Background/Discussion WSB and Associates was hired in 2013 to develop a stormwater maintenance plan on four municipal ponds that have reached or are near the limit of treatment effectiveness. Included were the Orono, American Legion/Railroad Drive, McDonald's, and Highland/ Jackson stormwater ponds. In early 2015, the city dredged the Orono Dam pond and Highland/Jackson ponds. Since the McDonalds stormwater pond still has remaining capacity, staff recommends dredging the American Legion/Railroad Drive stormwater pond because it has surpassed its treatment effectiveness. Also, this stormwater pond is undersized so it is proposed to be expanded with this bid to provide additional stormwater treatment within the city -owned parcel. This fall, American Engineering Testing, Inc., performed environmental testing and soil borings of the sediment within the Deerfield Hill Park stormwater pond. This stormwater pond is one of the oldest constructed basins within the city and has exceeded its treatment capacity. This project was advertised on our website. Bids were received from four contractors and are listed in the table below. The contractor will remove and dispose of 975 cubic yards of sediment from the American Legion/Railroad Drive pond and excavate and dispose 1225 cubic yards of soil to expand the basin to the Northwest. The contractor will also remove and dispose of 600 cubic yards of sediment from the Deerfield Hill Park stormwater pond.
