Background/Discussion
Annually, the Council reviews proposed fees for the upcoming year. Proposed changes are noted in red
in the attached fee schedule. Items to not include:
Microdistillery Off-Sale (pg 1). This fee is for a new liquor license type approved by Council in
September.
Floodplain Permit and Signage Fees (pg 3). This permit is required by city ordinance 30-1892. The
fee covers the cost of staff time for initial field review, paperwork review, and final inspection reviews.
Additional post site visits for regulatory consistency may be required in subsequent years.
Wetland Buffer Signage. Wetland Buffer signs are required per city ordinance 30-1852. In order to
create consistent signage, the signs will be available for at-cost sale to residents and developers. Optional
installation fees are also outlined.
Sanitary Sewer User Fee and Sewer Access Charge (pg 6). Council approved these fees when the
2016 budget was adopted on December 7.
Surface Water Management Impact Fee (pg 7). Increases 3% annually per Council Resolution 94-
110. Council approved these fees when the 2016 budget was adopted.
Elk River Municipal Utility (ERMU) Fees. The ERMU Commission adopted their fees in October.
The city attorney recommends these fees be listed as part of the city's master fee schedule. Changes made
are highlighted in yellow.
Financial Impact
Fees are ad)usted to cover the cost of providing services to customers. Staff asks for adoption of a
resolution authorizing summary publication of the ordinance to save on publishing costs.

An Ordinance Adopting the 2016 Master Fee Schedule of the City of Elk River,
Minnesota, City Code
The City Council of the City of Elk River does hereby ordain as follows:
1. Policy and Purpose: By the enactment of this Ordinance, the City Council intends to
establish fees and charges required by the City Code for the year 2016 and to comply with
Minnesota Statutes, 462.353, sub. 4.
2. Fees and Charges: The fees and charges for the city for the year 2016 are as set forth on
attached Exhibit A and B.
3. Application: Where a direct conflict exists between the amount of a fee or charge set by any
provision of the City Code and a fee or charge set by this Ordinance, the fee or charge set by
this Ordinance applies.
Effective Date
That this Ordinance shall become effective January 1, 2016.

A Resolution of the City of Elk River Approving Notice of Summary Publication of
Ordinance #15- an Ordinance Adopting the 2016 Master Fee Schedule
WHEREAS, on December 21, 2015 the Elk River City Council adopted Ordinance 15--
approving the 2016 Master Fee Schedule; and
WHEREAS, the enactment of this ordinance establishes fees and charges required by the City
Code and to comply with Minnesota Statutes 462.353, sub.4; and
WHEREAS, the 2016 Master Fee Schedule lists fees and charges for Administrative, Financial,
Environmental, Planning, Development,Building, Parks and Recreation, Fire,Police, and Elk River
Municipal Utility services along with code enforcement violations; and
WHEREAS, a copy of the full text of the ordinance is available for inspection by any person at the
office of the Elk River City Clerk, 13065 Orono Parkway, during regular business hours — 8:00 a.m.
to 4:30 p.m.,Monday through Friday; and
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Elk River,
Minnesota, as follows: by at least four-fifths vote, authorizes the publication of the title and
summary of Ordinance 15-_ and that Ordinance 15-_ shall become effective January 1, 2016.
The motion for adoption of the foregoing resolution was duly seconded by Councilmember
and upon vote being taken thereon, the following voted in favor thereof-
