Background/Discussion The subject property has been part of applicants overall plan for the area but they were not in ownership of it when they originally requested the rezoning to the current Extreme Commercial Recreation (XCR) areas. They now own the property and are requesting to rezone the subject property in the Commercial Reserve Transition (CRT) zoning district to XCR. The property is adjacent to two areas already zoned XCR and this request will make the XCR zoning district one larger cohesive district. Current Proposed Applicable Regulation In reviewing a proposed amendment, consideration .shall begiven to existing conditions within the area directly and indirectly affected by the proposal, the conservation of property values, the use to which the property affected is being devoted at the time, and relevant provisions, if any, in the land use plan. 18fy EAEI �r NATUR� The property is surrounded mostly by XCR, CRT, and Mineral Excavation. There is also residential zoning to the east of the subject site. In the review of the standards for a Zone Change as outlined, it appears that the request is consistent with all of these standards. Analysis Comprehensive Plan The property currently has a land use designation of Development Reserve/Mining/Residential and the applicant has requested (LU 15-08) to amend to comprehensive plan to guide the property for development as Highway Business/Mining. In order for the properties to be rezoned the underlying land use needs to support the proposed zoning district, which it currently does not. The Gravel Mining Area Land Use, Transportation, and Utility Plan shows the subject property as Highway Business.
