Staff Present: Economic Development Director Amanda Othoudt, Economic
Development Specialist Colleen Eddy, and Executive
Secretary/Deputy City Clerk Jessica Miller
1.Call Meeting to Order
Pursuant to due call and notice thereof, the meeting of the Elk River Economic
Development Authority was called to order at 5:30 p.m. by President Tveite.
2. Consider 11/16 /2015 Agenda
Moved by Commissioner Westgaard and seconded by Commissioner Olsen to
approve the November 16, 2015, agenda. Motion carried 6-0.
3. Consider Consent Agenda
Moved by Commissioner Olsen and seconded by Commissioner Dwyer to
approve the following consent agenda:
3.1 Minutes
a.October 19, 2015, Joint Meeting
b.October 19, 2015, Regular
3.2 Check register as outlined in the staff report.
3.3 Balance sheet as outlined in the staff report.
3.4 Revenue/expenditure report as outlined in the staff report.
Motion carried 6-0.

There were no public hearing items scheduled for this agenda.

6.1 Ethanol Technology Debt Collection
Ms. Othoudt presented the staff report.
Moved by Commissioner Dwyer and seconded by Commissioner Olsen to
proceed with collection of the debt owed by Ethanol Technology of
Minnesota, LLC. Motion carried 6-0.
6.2 Public Art Whimsical Windmill Update
Ms. Eddy indicated staff has received positive feedback on the Whimsical Windmill
since it was installed in September.
She explained there was some discussion about moving the windmill because of the
inconsistent movement but it was noted Elk River as a whole isn’t a great location
for wind power generation. Staff was in contact with the artist who confirmed the
windmill is in perfect working order and reinforced his belief the current location is
the best place to showcase the public art initiative.

There being no further business, Chair Tveite adjourned the meeting of the Elk
River Economic Development Authority at 5:47 p.m.
