Review and discuss the results of the Small Cities Development Program through the Department of
Employment and Economic Development
Background/Discussion
At the October 5, 2015 HRA meeting, the HRA approved Central Minnesota Housing Partnership
(CMHP)to write and administer the pre-application for the Small Cities Development Program (SCDP)
with a commitment of$100,000 in leverage funds.The pre-application was submitted to the Department
of Employment and Economic Development (DEED).
The Small Cities Development Program (SCDP) staff at DEED has reviewed the preliminary proposals
submitted for the 2016 funding cycle. The program received 48 preliminary proposals totaling
approximately$27 million. The projected amount for grants this cycle is $17 million. Of those proposals,
32 have been determined to be either competitive or marginally competitive. The remaining proposals
were determined to be not competitive,which includes the application received from the City of Elk
River.
Assigning three degrees of competitiveness is a way to ensure that only full applications with a sound
chance of receiving awards will be submitted. This process is intended to allow applicants to make
informed decisions about whether or not to pursue the time and expense associated with submitting an
application. DEED staff does not expect to receive full applications from proposals that were determined
to be not competitive.
DEED will provide an opportunity for communities with not competitive proposals the opportunity to
work with them after 2016 grant implementation workshops on improvements for possible resubmission
for 2017 funding.
Staff would like to discuss the next steps with the HRA to determine if the commission wishes to
continue to pursue the grant. This would include CMHP and staff visiting with DEED regarding the
scoring and ways to improve the application.

Results of the 2016 SCDP Preliminary Proposals

We anticipate proposals that receive a competitive and marginally competitive label will submit a full application, but
we caution that this does not guarantee funding of a project. We also anticipate that improvements from the original
proposals will be made in order to compete not only for an award, but to solidify interest in order to achieve the full
goals proposed. We do not expect to receive full applications from proposals that were determined to be not
competitive.
Do not hesitate to contact your SCDP Representative with questions about suggestions to improve a competitive or
marginally competitive proposal. However, if your proposal was assigned as not competitive, please allow us time to
work with competitive and marginally competitive proposals. We will provide those associated with not competitive
proposals the opportunity to work with us after 2016 grant implementation workshops on improvements for possible
resubmission for 2017 funding.
Full applications are due to our office by 4:30 p.m. on February 25th. No fax or electronic copies will be accepted.
