4.1a HRA DRAFT MIN 01-04-2016 Item 4.1a City of Elk Elver Special Workshop Meeting of the Elk River Housing and Redevelopment Authority Held at the Elk River City Hall Monday, December 7, 2015 Members Present: Chair Wilson, Commissioners Burandt, Chuba and Toth. Commissioner Kuester arrived at 4:15 p.m. Members Absent: None Staff Present: Economic Development Director Amanda Othoudt and Recording Secretary/Sr.Administrative Assistant Debbie Huebner I. Call Meeting to Order Pursuant to due call and notice thereof, the workshop meeting of the Elk River Housing and Redevelopment Authority was called to order at 4:00 p.m. by Chair Wilson. 2. Consider 12/7/15 Agenda Moved by Commissioner Toth and seconded by Commissioner Chuba to approve the December 7, 2015, Special Workshop meeting agenda. Motion carried 4-0. 3. Discuss Blighted Properties Residential Forgivable Loan Program Ms. Othoudt reviewed the attachments distributed to the HRA members in their packets including the following: • Revised DRAFT HRA Blighted Properties &Forgivable Residential Loan program • Disposition Policy and Procedure for Sale of Vacant Lots for Market Value—St. Paul Housing and Redevelopment Authority. • City of Minneapolis Real Estate Disposition Policy • League of MN Cities Purchase and Sale of Real Property • State of Minnesota Demolition Loan program (Commissioner Kuester arrived at this time—4:15 p.m.) Commissioner Toth asked what would happen if contamination were found on a property the HRA had purchased. Ms. Othoudt stated that sort of issue could be addressed in the policy. Discussion followed regarding possible environmental issues blighted properties. Ms. Othoudt stated that the city would have to pay for any expenses and could seek grants that are available to help cover the costs. Special Workshop Housing and Redevelopment Minutes Page 2 December 7,2015 Commissioner Toth asked where the blighted properties that have been identified are located. Ms. Othoudt stated that most are in the vicinity of Main Street. She noted that the Small Cities program application targeted the older core area of the city. Commissioner Toth questioned what would happen if a property were rezoned. Ms. Othoudt stated that the city's zoning ordinances and comprehensive land use plan would need to be followed. Ms. Othoudt stated that the final revisions will be made to the policy and brought back to the HRA in January for approval. 4.
