Development Reserve/Mining/Residential to Highway Business /Mining.

The applicant is requesting a Land Use Amendment and Zone Change (ZC 15-11) in order to expand
their extreme commercial recreation uses.
The property has a land use designation of Development Reserve/Mining/Residential and the applicant
has requested to amend to comprehensive plan to guide the property for development as Highway
Business/Mining.
In order for the properties to be rezoned, as requested by the applicant, the underlying land use needs to
support the proposed zoning district, which it currently does not. The proposed Highway
Business/Mining land use will accomplish this and is an appropriate land use for the location.

The Gravel Mining Area Land Use, Transportation, and Utility Plan identify the subject property as Highway
Business and Residential, and identify collector streets to improve circulation within the developed area.

will be recommended as needed.

A Resolution of the City of Elk River Amending the Comprehensive Plan to
Change the Land Use from Development Reserve/Mining/Residential to
Highway Business/Mining
WHEREAS, Minnesota Statutes, Chapter 462.355, Subdivision 2, prescribes the procedure
for amending the Comprehensive Plan, and
WHEREAS, the Planning Commission held a public hearing on December 22, 2015, and
recommended approval regarding the Comprehensive Plan amendment request for the
property generally described as: East of Highway 169 between the alignments for 215th and
219th Avenues, Sherburne County, Minnesota, and
WHEREAS, the City Council has reviewed the Comprehensive Plan amendment request
and finds the following:
1. The current use of the site is consistent with highway business and mining uses.
2. The proposed land use is consistent with the surrounding land uses.
3. The use would not have adverse impacts on the surrounding land uses.
4. The proposed changes are in general conformance to the adopted Comprehensive Plan.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Elk
River, Minnesota, as follows: The Land Use Plan be amended to change the property as
described above from Development Reserve/Mining/Residential to Highway
Business/Mining
Passed and adopted this 4`h day of January, 2016.
