Background/Discussion Per city code and state law, the Council is required to appoint an acting mayor. The acting mayor performs the duties of mayor during the disability or absence of the mayor from the city, or if there is a vacancy in the office, or until a successor has been appointed. Although all Councilmembers are eligible for this appointment at any time, past practice has been to rotate this position in order to coordinate with the election terms and allows for a year of experience for new councilmembers before assuming the acting role. 2004 Ward 4 – Motin 2012 Ward 4 – Motin 2005 Ward 1 – Dietz 2013 Ward 2 – Westgaard 2006 Ward 3 – Farber 2014 Ward 1 - Wilson 2007 Ward 2 – Gumphrey 2015 Ward 3 – Burandt 2008 Ward 4 – Motin 2016 Ward 4 2009 Ward 1 – Zerwas 2017 Ward 1 2010 Ward 3 – Westgaard 2018 Ward 3 2011 Ward 2 – Gumphrey 2019 Ward 2 In 2014, the acting mayor position changed due to the Ward 1 vacancy by Councilmember Zerwas. Also note that Councilmember Westgaard moved Wards following redistricting for the 2012 election. At the last two annual meetings, Council expressed consensus to return to the original rotation which would resume in 2016. To return to our past practice, it is recommended to appoint Councilmember Wagner as acting mayor for 2016. Financial Impact N/A Attachments  None
