I. Call Meeting to Order
Pursuant to due call and notice thereof, the meeting of the Elk River Housing and
Redevelopment Authority was called to order at 5:30 p.m. by Chair Wilson.
2. Pledge of Allegiance
The Pledge of Allegiance was recited.
3. Consider 12/7/15 Agenda
Moved by Commissioner Kuester and seconded by Commissioner Chuba to approve
the December 7,2015, agenda with the following addition:
Item 7.3—Downtown Lights
Motion carried 5-0.
4. Consent Agenda
Moved by Commissioner Chuba and seconded by Commissioner Kuester to approve
the following consent agenda:

Motion carried 5-0.

6.1 Public Hearings - None
7.1 Replacement of Downtown Trash and Recycling Receptacles
Ms. Othoudt presented the staff report explaining three options for replacement of the
downtown trash and recycling receptacles.
Motion by Commissioner Toth and seconded by Commissioner Chuba to approve
the purchase of nine 50-gallon double waste receptacles,Item# 85634 at a cost of
$595 each,for a total of$5,817.67. Motion carried 5-0.
7.2 CMHP Update
Ms. Othoudt provided information on the City's Housing Rehabilitation Program. Six
programs have been completed to date,and two projects are still under construction. Over
$167,044 has been disbursed over the 3-year program period. Staff continues to work with
CMHP on advertising.
7.3 Downtown Lights
Commissioner Chuba discussed concerns that the downtown lighting was only partially lit.
Ms. Othoudt stated that she contacted the contractor,Rainbow, and learned that some of
the electrical boxes were malfunctioning and ERMU took care of that issue. Discussion
followed regarding whether or not the lights need to be on all night.
Ms. Othoudt will check on the issue. She noted that the Rivers Edge group has expressed
their willingness to cover the cost of service calls,if needed, after the warranty has expired.
8.1 Verbal Housing Study Update
Ms. Othoudt provided an update on the HRA's housing study being completed by Maxwell
Research. She noted that the study is taking longer than expected due to the different data
sets which were used. She stated that the HRA will be reviewing the study in January and a
formal presentation will be made in February for approval.
8.2 Recognize Chair Wilson for years of service
Amanda Othoudt recognized Stewart Wilson for his 20 years of service on the HRA,
beginning in 1995. Mayor Dietz also recognized Mr.Wilson for his service.
9. Adjournment
Motion by Commissioner Toth and seconded by Commissioner Kuester to
adjourn the meeting. The motion carried 5-0.
The meeting adjourned at 5:55 p.m.
