HRSR 11-27-2000 ELK RIVER HOUSING AND REDEVELOPMENT AUTHORITY MEMORANDUM TO: Housing and Redevelopment Authority FROM: Catherine Mehelich, Director of Economic Development DATE: November 27, 2000 SUBJECT: Downtown Redevelopment Plan Following the joint HRA and City Council central business district worksession,the HRA authorized staff to complete a downtown redevelopment plan. The purpose of the plan is to provide direction for redevelopment and new development activities,both public and private. Attachments • • Outline of Elk River Downtown Redevelopment Plan • Map of Redevelopment Plan Project Area Project Area The redevelopment plan project area includes the area north to 5`h Street (including Sherburne County Public Works), south to the Mississippi River and between Morton Avenue and Gates Avenue. This area has been labeled"Central Business District"on the attached map. The CBD will be the focus of the study, however the adjacent Jackson St. and Main St.corridors will be referenced in the plan since they are the primary connections of the downtown to the Hwy 169 retail/service area. Redevelopment Plan Process The process for the redevelopment plan will be in three phases. Phase I includes gathering information about the existing downtown environment. Phase II will include creating a common vision for the downtown in light of an understanding of the existing and projected influences and opportunities. Lastly,an implementation plan will be developed which will include priority redevelopment sites and strategies for completion. Phase I-Information Gathering An inventory of existing land uses and building conditions will be completed by the Planning and Building Department staff. • P.O. This updated information will assist us in identifying properties that should be encouraged to be redeveloped or rehabilitated. Additionally,outside factors that impact downtown will also be considered. These factors include: • Traffic • Market demands - Office - Retail - Housing • Position • Other communities'commercial development plans (ie. Otsego's "downtown"). Staff recommends that a qualified consultant be hired to complete the market study • component. A request-for-qualifications and estimates for the study can be obtained for the next HRA meeting. In the past thirty years the City and downtown community has participated in at least 5 planning efforts that resulted in a variety of plans. These plans will be analyzed for common themes and issues. Phase II- Vision for future development Following the completion of background information, a worksession of the Planning Commission and River's Edge Downtown group will be scheduled. Staff will present the results of Phase I property inventory and market study. This meeting will provide staff additional input to identify redevelopment opportunities, desired land uses, design guidelines, and ordinance changes. A follow-up worksession involving the HRA,EDA,and City Council will then be held to formulate and finalize the common vision and opportunities. Phase III-Implementation Plan An implementation plan will be developed based on the components identified by the vision for future development. The implementation plan will include specific priority sites for public and private redevelopment,potential funding options,and direction for building and zoning standards. 4110 Memo to HRA Downtown Redevelopment Plan November 27,2000 • Page 3 Redevelopment Plan Schedule The Economic Development staff will coordinate the Redevelopment Plan with assistance from planning, building, and engineering departments.
