Background/Discussion
The 1984 Local Government Pay Equity Act (Act) requires that each local government jurisdiction report
its pay data to Minnesota Management and Budget (MMB) every three years to determine its compliance
with the act. The city is required to report for 2015 and the report is due on January 31, 2016.
Copies of the compliance and implementation reports are attached for your review. In order to be in
compliance with the act, the underpayment ratio must be more than 80%, or if less than 80%, the T-test
results must pass. The city's underpayment ratio is 168.27%, therefore passing the test. MMB will review
the report and notify the city of the results; however, based on the information presented, it appears that
the city is in compliance with the act as of December 31, 2015.
Part C on the implementation form, which asks for the total payroll for the calendar year, has been left
blank. We are running payroll this week which includes the dates of December 27, 2015, through
December 31, 2015, so I am unable to report the total number on the form attached. Our payroll for
2015 is currently $8,986,155.38. Five calendar days, Sunday through Thursday, will be added to that
amount as well as on-call firefighter pay for the period of December 13, 2015, through December 31,
2015.
