HRSR 02-26-2001 ITEM 7.0 ELK RIVER HOUSING AND REDEVELOPMENT AUTHORITY MEMORANDUM TO: Housing Redevelopment Authority FR M: Marc Nevinski, Assistant Director of Economic Development DATE: February 27, 2001 SUBJECT: Central Minnesota Housing Partnership Housing Study Issue The Central Minnesota Housing Partnership (CMHP) has proposed to complete a study of Elk River's housing inventory at a cost of$500. The HRA is asked to consider the proposal. Background In the past, housing has not been a major concern of the City Council, HRA or EDA. Subsequently, very little data exists on Elk River's current housing stock. The most recent housing study was completed in 1994 by the CMHP and focused on Elk River's • inventory of affordable housing. As the city continues to develop and grow, the need for and usefulness of current housing data will certainly increase. The CMHP proposed study will gather demographic and statistical information, as well as community input, and provide a summary of general recommendations, housing policies and resources. While the study will examine the city's entire housing supply and project future needs, CMHP's proposal requires that the study also discuss the city's affordable housing needs, if any.A further requirement of the proposal is that at least one public meeting be held to discuss and solicit feedback on housing in Elk River. Should the HRA choose to pursue the study,the cost would be $500. The project would likely start in early summer and end with a final report in November. 'One alternative presently available is for Maxfield Research to complete a detailed city wide housing study concurrently with the downtown market analysis for an additional $8500. However, given the fact that housing has not been a focus of the city in the past, a study by the CMHP would provide at least basic data for the HRA to better understand the city's housing supply at minimal cost. Z 002 i FOR �`'�i Rivers Edge Downtown Business As iociation Meeting Minutes from February 14, 2001 Our meeting began promptly at 7:30 am, withthe following members present: Cliff, Tony, Cindy, Anne, Becky, Marly;, Cathy M., Jeff, Wendy, Paul and Sara. Special guests were : Steve Rolf, 'Cony Darkenwald, and Sue Seeger. Treasurers Report: By Cindy Koonce. We currently have a total balance in our fund of S2,023.33 per Jim Simpson our Treasurer. Jim was not able to make the meet'lig today, but provided the current balance for this report. Secretary's Report: ByCindy Koonce We reviewed the minutes from our last meeting ai id found that two corrections were needed. Cathy M., of the EDA, stated that there were two errors on the last report, the first being that the tw a choices for new sidewalks were actually a cobblestone brick or Venetian Parquet. The second change was in the last sentence, were it wz s stated that the next EDA meeting was on January 22, when in fact this was an HRA meeting. Otherwise, all minutes were approved as typed. Old Business: Fishing Pier: By Becky Doebler Becky is attending the Park and Recreation meetir g today at 7:00 pm along with Paul D., from the DNR. It is expected that the Park and Rec. board will bless this new addition proposed to go into the downtown area. This will still need the City Council's support, along with tk e DNR. We already have the DNR on our side, and hope that the City Council will agree that this would be a great draw to the downtown area. Funding from the Rivers Edge group was requested, in the amount of S1,000.00 to r help fund the project. Motion was made by Becky D. and Seconded by Paul H. Motion passed and carried. Sidewalk improvements: By Cliff and Cathy HRA and City Council approved the solid pattern design that was proposed • to them. The pattern is a cobblestone paver style that the new Bank building is looking to put in on their sidewalks. The project could begin in April with completion prior to the Art Soup festival. B'usine!s owners will have a chance to learn more about the new improvement; and how the proposed assessments will look, at the next meeting of the IiRA which is set for February 26, 2001. Plaisted's has a demo on site of how the new sidewalks will Iook if anyone wants to preview the style chc ice, stop in at their business located on County Road 33 and take a pt:ak. We are all supporting this project and look forward to our new look in the downtown. At this meeting, the proposed assessments will be reviewed, so if this affects your business, you will want to attend. Currently the project is projected to cost $290,000.00 of which the utility company will be injecting $20,000.00 for their portion, the balance of approximately $270,(00.00 may be a combination of assessments and IIRA funds . Cat ry M., from the EDA office, has more details as to the costs and estimated assessments and a copy of the estimates is attached to these minutes for ycur review. The City is planning an informational meeting with the busint:ss owners and property owners on March 1" at 6:00 PM, located at City Ilan, to give the Business owners a chance to raise questions as to access for customers, and businesses during construction. The thought at this; point is to begin • construction at the end of April , 2001 with comp.etion prior to the Art Soup Festival. If, you wish to have input as to the start date, we can try to have this begin after Art Soup if the local business es give their input, as this may serve as a better time frame for the project. Tli.e entire project is projected to take from 6-8 weeks. Mission Statement: "The Rivers Edge Downtown Business Associations mission is to create a united business association, r lade up of all local area merchants, that will work together to build a strop€er presence in Historic downtown Elk River." We will be working together to draft a slogan for our downtown area. This will be brought to the next meeting for review. We discussed the new meat market that is coming to town. This will be located in the new strip mall which will go in tow lyd the end of the Target! Cub Foods mall area. This will impact the Elk River Meat Market, and we want to work with them to support and bring mors: business to our downtown market. We are a family of businesses, who want to see more uniform support for our local merchants. We will )e working with all of the downtown businesses to promote their business, a ad wish to have all area owners and managers attend our meeting to see hcw we can help! Steve Rolf, came up with a great idea, to work in conjunction with the Art Soup Festival this June. His idea was to have all b isinesses, dress to fit the era or year your building was constructed. For example, Daddy O's could • dress in a 50's style dress during the Art Soup wec kend, or the Houlton Building renters could dress like the turn of the ce ltury as this building was built in 1903. We could then promote the Art Souls Festival by sharing our historic theme with all customers. It would bring x eople downtown to look in all businesses for the different styles and dress f rom that era. Paul H. will be working on this idea and bring some suggestion s to the next meeting. Art Soup has a lot of history in it's theme, from the 1970's- through WW1. Cindy made motion for the club to take this on as :t project, and it was seconded by Sara. Let's all help with this plan, it s 7ould be great fun. Cathy M, from the EDA, brought up the fact that tl sere is a current market study being done in the Central Business District. This study is being done by Maxfield Research Group, who may be calling ;rou to interview you on your idea's as to what type of businesses are needed downtown. The HRA Downtown Redevelopment Plan will include the Historical significance of buildings and the current condition of the building:.. This research should be done in May, and this will be looked at not only by the HRA but other organizations as to what is needed to assist downto wn development. Be sure to make time for these people when they contact yc.u, as your input is very important to the research. The idea was brought up by Anne that the Rivers Edge Downtown Business Association, obtain a booth through the Chamber for the upcoming Business Expo on April 22nd. . We could all adve•tise our businesses, using our Downtown Association theme. The expo offe rs great exposure with a lot of people coming through on this day. We all agr;ed to move forward to assist Anne with this promo. Marlys and Anne have also been working on a monthly ad for our downtown businesses. 'We would be able to get a quarter page ad with all of the Rivers Edge Businesses having a space to pro:note their business monthly at a relatively inexpensive cost. Each month, two businesses would be featured in the ad, which will offer additional E xposur.e. We made motion to move forward with the ad starting in. March. Anne, Marlys and Paul, will work on a draft for next months paper. Steve Rolf, spoke about the ability to obtain money from the Landfill abatement fund, to assist us with our River walk p inject. In order to secure these funds, we would need to focus on the recycli:d products, and educate the public about the need to recycle. The river wal< boards that we are looking to use, are all recycled products. Anne thought about having an informational booth at the Art Soup Festival., where people could obtain information about recycling and see what we are h Joking to do in the downtown area. We will discuss this at our next m feting in March. Art Soup's committee, will be contacted all of the .ocal downtown businesses, looking for space to display art work for their silent auction. A list of all Rivers Edge members will be given to thy: committee, to assist them with getting the support and space they will r eed. Please help, if you can, as there will a great need for space this year. We expect to begin hearing from the Art Soup people sometime in Apr il. Please give them your attention when they call. As we continue o grow in size, we gain more recognition with the local government authorities. Our voice needs to be heard, and who better to listen to than the busir ess owners who are affected by the continued growth in other parts of the City. We have nature at our. doorsteps, with our beautiful river frontage and ho:.pitality that cannot be matched by the mega stores.
