SUBJECT: Downtown Sidewalk Project Update
The City Council, at its April 16,2001 meeting, approved the attached resolution accepting
the recommended bid for the downtown sidewalk replacement improvement. Terry Maurer,
Engineer will be present at the HRA meeting to update the HRA on the improvement
project and construction schedule.
The HRA should consider the funding arrangement for the HRA's portion of the
• improvement project,which was estimated at$231,600. The remaining 20% of the
estimated$290,100 total project cost will be assessed to the affected property owners. Staff
recommendation for the HRA funding will be presented at the meeting for consideration.
Since the bid result was positive, staff has prepared the attached beautification plan for the
HRA's consideration as part of the total project.

Dear Council Members:
We have tabulated the bid results for the Downtown Sidewalk Improvements. The bids were
opened Thursday, April 12, 2001, at 10:00 a.m. There were a total of three bidders. The
' following table provides a summary of the bidders and their total bids:
Schmidt Curb Co., Inc. $209,943.80
• Glacial Ridge, Inc. 224,490.50
Environmental Assoc., Inc. 240,744.00
The low bid, submitted by Schmidt Curb Co., Inc., is approximately 20% below the estimated
construction cost contained in the feasibility study prepared in February 2001 It should be
noted, however, that this is a unit cost bid and some units, such as concrete curb and gutter
replacement, may over-run the bid amount, causing the final cost to be slightly higher.
Schmidt Curb Co., Inc. has previously successfully completed projects within the City of Elk
River. Therefore, we would recommend award to them as the lowest responsible bidder, in the
amount of $209,943.80. Attached is a resolution for the City Council's consideration which
awards the contract to Schmidt Curb Co., Inc.
If you have any questions regarding this project, I will be in attendance at next Monday's City
Council meeting.

RESOLUTION 01 -
A RESOLUTION FOR THE CITY OF ELK RIVER
A RESOLUTION ACCEPTING BID AND AUTHORIZING
EXECUTION OF CONTRACT IN THE MATTER OF THE
DOWNTOWN SIDEWALK REPLACEMENT IMPROVEMENT OF 2001
WHEREAS pursuant to City Council direction, competitive bids were solicited and
received for the Downtown Sidewalk Replacement Improvement; and
WHEREAS the City Council has considered the amount of the bids and the
responsibility of the bidders and determined that Schmidt Curb Company,
Inc., is the lowest responsible bidder,
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Elk River,
Minnesota:
1. The Mayor and City Administrator are authorized and directed to execute, on
behalf of the City, such contract with Schmidt Curb Company, Inc., as is
approved by the City Attorney for the completion of the Downtown Sidewalk
•
Replacement improvement according to the approved plans and specifications
designated by City Council Resolution.
2. The City Administrator is authorized and directed to forthwith return to all bidders
the deposits made with their bids upon execution of the contract above specified.

SUBJECT: Downtown Sidewalk Beautification Items
Issue
The River's Edge Downtown Association and Operation Elk River groups have discussed
the need for beautification of the downtown Elk River area. Staff has prepared the
following proposal for the HRA's consideration as part of the downtown sidewalk
improvement project.

Overview
The attached beautification plan is an effort to balance the boulevard trees and planters in a
uniform pattern and calls for removal of 31 existing boulevard trees, the replanting of 10
boulevard trees, the addition of 18 planters and 13 trash receptacles.
The present boulevard trees that are marked for removal have been so designated for one of
following reasons. They have overgrown their location, are blocking building signs, have
been damaged or diseased, are the wrong species for the location, or have displaced the
sidewalk. To avoid this situation in the future, all replacement trees will be Japanese tree
lilacs or a variety of flowering crabapple trees that has a more vertical branch growth habit.
This plan was presented to and supported by the River's Edge Committee on April 11,2001.
Attached is their letter of commitment for supplying the flowers for the planters.
The tree grates will be changed to allow the paver bricks to be placed near the tree trunks. I
will have photos available at the HRA meeting to better explain. The electrical outlets will be
below grade in a waterproof box, available at each tree location.

The City Street Department will do the tree planting,installing the tree grates, and
coordinate the electrical outlet installation during the sidewalk construction. Once the

• project is completed the Street Department will assume responsibility for twice a week
watering of the trees and planters.
The trees could be lighted for the holiday season as in the past. I would strongly suggest
that the Street Department remove the planters and about half of the trash receptacles in the
late fall to facilitate snow removal. The planters and trash receptacles would be replaced
down town again after the snow season.
The beautification cost breakdown is as follows:
18 Planters - $489.00 each including tax & freight $ 8,802.00
13 Trash Receptacles - $489.00 each 6,357.00
10 Replacement Trees - $200.00 each 2,000.00
21 Boulevard Tree Electrical Connection - $100.00 each 2,100.00
1 Lot Miscellaneous Metal for Tree Grate Renovation 250.00
TOTAL $19,509.00
I will be present for the HRA meeting to answer any questions.
Action Requested
Staff recommends the HRA consider authorizing an amount not to exceed$20,000 for the
proposed beautification elements as part of the downtown sidewalk improvement project.

Dear Cathy,
As part of our downtown beautification project,we would like to offer our support
for the planting of flowers this year. We have secured funds to accommodate this years
plantings through donations from local businesses. We have also approached two other
sources, for long term commitments ,with a positive response. It is our goal to raise
funds through Rivers Edge, each year,to pay for the annual plantings of the flowers,
• otherwise,we have a strong network for donations each year to pay for this project. This
has been on our agenda as well as through the operation ER committee. It has been well
received in our community. Our members consist of a large portion of downtown
business owners/operators,who wish to have planters placed on the sidewalks, after the
improvements are done, to accommodate the plantings and to beautify the downtown
district. We hope the City will work with us to make this happen.
