SUBJECT: Downtown Redevelopment Plan Update
The preparation of the Downtown Redevelopment Plan was divided into three phases:
• Information Gathering
• Vision for Future Development
• Implementation Plan
The first phase included compiling an inventory of properties and information about the
S study area. A market analysis of the study area was also completed as part of the
identification of redevelopment constraints and opportunities.
The second phase of the planning process involves a joint worksession of the Planning
Commission, HRA and River's Edge Downtown Association to review the issues identified
in the information gathering stage and to come to consensus on the direction for
downtown's redevelopment. The worksession would involve presentation by staff of issues
identified in the information gathering stage and also a presentation of the market analysis by
Maxfield Research Group. Following the presentations, staff will facilitate a brainstorming
discussion to gain consensus on conceptual redevelopment opportunities,land uses, design
guidelines and ordinance changes.
A follow-up worksession involving the HRA, EDA, and City Council may be held to
formulate and finalize the common vision and opportunities. Input provided at the
meetings will be used as the basis for drafting the implementation plan in the third and final
phase of the planning project.
Action Requested
Staff recommends that a special meeting of the HRA be called for Tuesday,May 8, 2001 at
6:30 P.M. in conjunction with the Planning Commission and River's Edge Downtown
Association for discussion of the Downtown Redevelopment Plan.
