SUBJECT: MPCA Grant for Administration ofthe NPDES Program
At the August 16, 2004 City Council meeting I asked the City Council to sign a letter of
support to enter into a Joint Powers Agreement for the administration of a two-year
pilot project to assist the Minnesota Pollution Control Agency (MPCA) in performing
construction stormwater management tasks.
The grant application required information about population growth, building trends and
special/impaired water resources. It also required a proposal for which model the LGU
would put the funding towards. The three models were planning and zoning,
compliance and enforcement, and education and assistance.
The MPCA received 24 applications. From those 24 applications, 15 applicants were
contacted to be interviewed by the MPCA. The City was chosen to interview for the
Planning and Zoning Model. Michele McPherson, Director of Planning and I were
interviewed by MPCA staff on Wednesday, September 22, 2004 at the Brainerd MPCA
office. Unfortunately, the City was not chosen to receive a grant.
