Action Requested
Recommend,by motion,approval of the Zone Change from R1-c to R1-a for the following reason:
1. The subject area is outside of the Urban Service District which does not support R1-c
requirements.
Background/Discussion
Staff was contacted by a property owner in the subject area regarding the size of an accessory structure
they could build on their property. When researching the answer, staff thought there was an error on the
zoning map. The subject properties are currently shown as R1-c but are 2 1/2 acres or larger in size and
are outside the Urban Service District. These criteria reflect those of the R1-a zoning district.
Upon reviewing the archived zoning maps, somewhere between 1989 and 1996, the subject property was
changed from R1-a to R1-c. It is unclear why this was done.

Applicable Regulation
In reviewing a proposed amendment, consideration shall be given to existing conditions within the area directly and indirectly
affected by the proposal, the conservation of property values, the use to which the property affected is being devoted at the time,
and relevant provisions, if any, in the land use plan.

NATURE
The purpose of the comprehensive plan is to establish a framework and expectations as to the future use
of land. The comprehensive plan guides the subject properties for residential uses and is outside the
Urban Service District (USD).
The surrounding properties within a half mile of the subject properties are guided (comp plan) for
residential uses and are zoned residential. Some of these properties are in the USD and some are not.
In the review of the standards for a Zone Change as outlined,it appears that the request is consistent
with all of these standards.
Staff is recommending the subject properties by rezoned from RI-c to R1-a to bring them into alignment
with the comprehensive plan.
