I. Call Meeting to Order
Pursuant to due call and notice thereof,the meeting of the Elk River Planning Commission
was called to order at 6:56 p.m. by Chair Eric Johnson.
2. Pledge of Allegiance
The Pledge of Allegiance was recited.
3. Consider December 22, 2015, Planning Commission Agenda
Moved by Commissioner Jeremy Johnson and seconded by Commissioner Thiel to
approve the December 22,2015, Planning Commission agenda. Motion carried 5-0.
4. Consider November 24, 2015 Regular Planning Commission Meeting
Minutes
Motion by Commissioner Larson-Vito and seconded by Commissioner Konietzko to
approve the November 24,2015, Regular Planning Commission meeting minutes.
Motion carried 5-0.
5.1 Request by Elk River Independent School District#728 for a Conditional Use
Permit to allow expansion of Institutional Use at 900 School Street NW,
Case No. CU 15-23 — Public Hearing
Chris Leeseberg reviewed the staff report. Staff noted that an additional condition should be
added,requiring the entire turnaround fire lane east of the addition shall be striped and the
perimeter signed"no parking".
Chair Johnson opened the public hearing. There being no public comment,Chair Johnson
closed the public hearing.

Motion by Commissioner Konietzko and seconded by Commissioner Thiel to
recommend approval of the request by Elk River Independent School District#728
for a Conditional Use Permit with the following conditions:
1. The Conditional Use Permit shall not be recorded until all applicable conditions
have been substantially completed.
2. The authorized use shall not begin until the Conditional Use Permit is recorded.
3. If the authorized use ceases for more than six months,the Conditional Use
Permit shall expire.
4. The Conditional Use Permit is not a building permit and the applicant must
apply for and receive approval of required building and sign permits before
construction may begin.
5. The Fire Chief shall verify the location of all fire hydrants, and may require
additional hydrants necessary to preserve the health and safety of the residents.
6. The applicant shall add a left turn signal to the traffic signal system on School
Street for eastbound to northbound movements,into the lot,prior to blocking or
closing the existing north lane around the school.
7. A permeable sidewalk along the western wetland edge to decrease runoff and
encourage infiltration shall be installed.
8. All comments in the Stormwater Coordinator Memo dated December 8,2015 shall
be addressed.
9. A Wetland Conservation Act Exemption application submittal is required.
10. The east side parking area drive lane shall provide an area for emergency vehicles
to turn around,in accordance with MN State Fire Code Section 503.2.5.
11. The arena only parking area should be signed appropriately.
12. The entire turnaround fire lane east of the addition shall be striped and the
perimeter signed as required by the Fire Department.
Motion carried 5-0.
5.2 Request by ERX Properties
a. Land Use Amendment to change the land use of Outlot A, Aggregate
Commercial Second Addition from Development
reserve/Mining/Residential to Highway Business/Mining, Case No. LU
15-08 — Public Hearing
b. Zone Change, Outlot A, Aggregate Commercial Second Addition
from CRT Commercial Reserve Transition to XCR Extreme
Commercial Recreation, Case No. ZC 15-11 — Public Hearing
Chris Leeseberg presented the staff report.
Chair Johnson opened the public hearing. There being no public comment,Chair Johnson
closed the public hearing.
Motion by Commissioner Johnson and seconded by Commissioner Konietzko to
recommend approval of the request by ERX Properties for a Land Use Amendment

to change the land use from Development Reserve/Mining/Residential to Highway
Business/Mining. The motion carried 5-0.
Motion by Commissioner Johnson and seconded by Commissioner Konietzko to
recommend approval of the request by ERX Properties for a Zone Change from CRT
Commercial Reserve Transition to XCR Extreme Commercial Recreation. Motion
carried 5-0.
6. General Business
There was no general business.
7.1 City Council Liaison Update
Councilmember Burandt provided an update on action taken on planning issues by the Elk
River City Council at their November 16,2015 meeting.
8. Adjournment
There being no further business,the meeting of the Elk River Planning Commission
adjourned at 7:10 p.m.
