Action Requested
Approve, by motion, a Special Event Permit for ERX Motorpark/Red Bull Snow Boundaries for
Saturday, February 20, 2016, subject to the following conditions:
1. The event planner is required to notify surrounding businesses, residents, and organizations. The
city will provide a template of the notice that must be distributed and a list of the properties to
be notified. The event planner must submit an affidavit that the notice was distributed.
2. Event planner must coordinate traffic control and security with the Police Department and
MnDOT. The applicant is responsible for fees associated with police personnel on site the date
of the event.
3. No vehicle shall impact ground cover. If there is not sufficient snow cover to avoid impacts, that
part of the track shall be closed.
4. No vehicle shall be taken over open water. If there is not sufficient ice cover to avoid impacts,
that part of the track shall be closed.
5. Inspection of the outside area will take place prior to each outside event when there is a tent.
Applicant must contact Fire Marshal Cliff Anderson at 763.635.1110 or 763.238.3489 to
schedule an inspection after the tent area has been set up.
6. No electrical services shall be across any drive or walking surface.

ERX Motorpark has applied for a special event permit to host a Red Bull Snow Boundaries event on
Saturday, February 20, 2016, from 7:00 a.m. — 7:00 p.m. The event is a 13 -mile snowmobile endurance
race over varying terrain held on ERX Motorpark property.

Event Description
Red Bull Snow Boundaries is a snowmobile competition for amateur and professional riders. The race will feature
a 13 -mile closed course loop covering the terrain of ERX. Competitors will face a combination of natural and man-
made terrain including tight wooded trails, frozen swamps, vertical climbs, ice and snocrsoss sections
The one -day race will feature two classes: Ditchbanger designed for amateur racers ages 18f and an Open
Racer class for professional racers from all snowmobile racing disciplines. The event is open to the public and
free to attend.

Security & Medical Plan
The Snow Boundaries team is committed to a safe and secure event and will present a full briefing to all related
parties within 30 days of the event.
The following considerations are in place
• Dedicated Medical Director and Team from Red Bull
• Partnership with local snowmobile clubs for additional flaggers/spotters for on course safety
• Local Private Security company to be hired for crowd control, traffic direction and overnight security
during the event.
• Entire team to be connected through radios for efficient communication
• Full compliance with local fire and police for specific needs/requirements

Red Bull will hire an ambulance service for track use. ERX Staff will maintain all fire/emergency lanes.
