Approve, by motion, the proposed expansion of the Elk River Municipal Utilities (ERMU) water
treatment plant at 18513 Twin Lakes Rd NW
Background/Discussion
The proposal to expand the existing water treatment plant includes a 24 foot by 64 foot addition to the rear
of the existing building. The addition will house a new filter, increasing capacity in the service area of
treatment plant #7. Proposed building materials and styles reflect the existing structure, and site
improvements beyond the building footprint are not required. Construction is anticipated to begin March 1,
2016.
City ordinance section 30-797 requires approval from City Council prior to construction of essential services
in any zoning district.
Essential services may be located in any district subject to compliance with all applicable laws, regulations and
ordinances. Prior to the commencement of construction, installation or condemnation, plans for the proposed essential
service activity shall be submitted to and reviewed by the council. The council may require that the location and
construction of such services be made compatible with the existing and planned development, including without limitation,
roads, parks, schools and buildings.
The project meets all zoning requirements, and appears to be compatible with existing and proposed
development in the area.
