PRSR 01 13 2016 City of Elk Meeting of the Elk River Parks and Recreation Commission Diver Held at the Elk River City Hall Wednesday, December 9, 2015 Members Present: Chair Anderson, Commission members Ahlness,Holmgren, Niziolek,Nystrom,Kallemeyn, and Sagan Council T Ms.Wagner Staff Present: Parks and Recreation Director,Michael Hecker,Recreation Manager Steve Benoit,Parks Superintendent Tim Sevcik,Planner Manager Zach Carlton, and Recreation Coordinator,Tonya Love I. Call Meeting to Order Pursuant to due call and notice thereof,the meeting of the Elk River Parks and Recreation Commission was called to order at 6:30 p.m. by Chair Anderson. 2. Consider 12/9/15 Agenda Mr. Hecker added Item 6.2 Skate Park Design Service Moved by Commissioner Sagan and seconded by Commissioner Nystrom to approve the December 9,2015, Parks and Recreation Commission meeting agenda with the addition of Item 6.2 Skate Park Design Services. Motion carried 7-0. 3.1 Consider 10/14/15 Regular PRC Minutes Moved by Commissioner Holmgren and seconded by Commissioner Kallemeyn to approve the following October 14,2015 Parks and Recreation Commission Minutes. Motion carried 7-0. 3.2 Consider 11/17/15 Regular PRC Minutes Mr. Hecker suggested changing the title of the meeting to state Special Meeting. Moved by Commissioner Ahlness and seconded by Commissioner Niziolek to approve the following November 17,2015 Parks and Recreation Commission Minutes with the addition of the correct title. Motion carried 7-0. 4. Open Forum Mr. Benoit presented Denise Winkler from Three Rivers Soccer Association. Denise Winkler, 785 Park Ave. Otsego, shared information regarding current Three r L Parks&Recreation Commission Minutes Page 2 December 9,2015 Rivers Soccer Association. Lucas Trapp, Elk River High School student thanked commission for the use of Woodland Trails Park for the Sweet Tooth Big Tooth Race. 5. Park/Program Highlight Mr. Benoit highlighted the annual Tree Lighting Ceremony and Santa in the Park event. 6. Discussion Items 6.1 Park Dedication Fees Mr. Carlton presented his staff report. Commissioner Anderson expressed that there will be an unlikeliness to charge more for industrial and we need to comply with state law.Also asking if the city can use the county assessment for industrial and commercial and a study on residential? Mr. Carlton stated it is an option however the city council has not discussed that option. Commissioner Nystrom clarified how the county evaluates the land. Mr. Carlton stated they would use the county evaluation and take into consideration if there are wetlands on property and not charge for that portion. 6.2 Skate Park Design Services Mr. Benoit presented his staff report. Commission members agree with vendor chosen. 7. Action Items 7.1 Multi-purpose Community Center Task Force Mr. Hecker presented his staff report. Sharing that Commissioner Holmgren shared he was interested in the position. Commissioner Anderson suggested there be an alternate appointed and asked if Jim P O V E I EI IT NATURE Parks&Recreation Commission Minutes Page 3 December 9,2015 Nystrom would be interested. Commissioners Holmgren and Nystrom both agreed. Moved by Commissioner Sagan and seconded by Commissioner Ahlness to appoint Commissioner Holmgren as the member and Commissioner Nystrom as the alternate member to Multi-purpose Community Center Task Force. Motion carried 7-0. 8. Parks and Recreation Director Update Mr. Hecker presented his staff report. 9. Division Manager's Update Mr. Benoit presented his staff report. 10. William H. Houlton Conservation Area Committee Update Commissioner Anderson shared update. Friends of the Mississippi will be attending the December meeting and will present a draft of the Management plan. Utilities to be moved underground,review of fishing plan based on state regulations,property rules and signage committee gave a report,review of removal of buildings and was approved by council. Looking for a student representative. II. Announcements Council member Wagner expressed appreciation for the partnership with the parks and recreation department in regards to running events in downtown Elk River. I 2.
