City of Elk River MEMORANDUM TO: Economic Development Authority L, FROM: Heidi Steinmetz, Assistant Director of Economic Development ✓ DATE: May 9, 2005 SUBJECT: Sherburne County Economic Development Workplan Attachment • Sherburne County Economic Development Workplan,Apr. 2005-Dec. 2007 Background • Staff attended the Sherburne County Economic Development Alliance's (SCEDA) November 4,2004 and January 19, 2005 Strategic Planning Sessions to assist in developing the attached workplan. The final workplan was approved by the Sherburne County Board of Commissioners on May 3, 2005 and is effective until December 2007. The workplan contains the six main goals: 1. Preserve land for future industrial and commercial growth in key locations through planning, zoning,and acquisition in cooperation with affected communities to ensure: o a strong and balanced tax base o a healthy employment base,and o convenient access for residents to goods and services 2. Advocate for transportation and other infrastructure critical to the county's economic competitiveness. 3. Integrate consideration of economic development into other county planning and decision-making. 4. Support local government efforts to plan and implement economic development initiatives throughout Sherburne County. 5. Market the county for economic development. 110 6. Create the organizational capacity to effectively implement the 2005-2007 workplan. Staff will continue to attend monthly SCEDA meetings. It is important that staff remain informed about projects within the County in addition to providing updates to SCEDA on Economic Development projects in Elk River. Everybody worked together to get this 40,000-square-foot facility located in Winona,and the pla t is now up and running with 50 new jobs for the local economy,to say nothing about the local contractors w o erected the new building. Would we have made the relocation to Winona without the JOBZ benefits?I cannot answer that I uestion,be- cause it was never raised.I will say that other communities/states were very aggressive with pro•osals when we discussed our options with them. .
