Background
A development schedule was drafted in follow up to the November 2004 EDA and Council
• direction to proceed with plans for the development of the city-owned Cargill land. At its
May 16th meeting the Council reviewed the attached development schedule and directed staff
to proceed. One of the first steps includes the EDA,Planning Commission and Council
review of concept options for the development of the property including land use and
transportation issues. The Planning Department has prepared a number of concept options
for discussion at the July 11th City Council work session. The EDA is invited to attend to
provide feedback on the development concepts.
Requested Action
Staff recommends that the EDA call a special meeting for July 11, 2005 at 6:30 p.m. for the
purpose of a joint work session with the City Council to discuss development concept
options for the city-owned Cargill property.

Background
On November 8, 2004 the City Council held a joint work session with the EDA to discuss
its Business Park/Light Industrial sites and development options. The Council and EDA
directed staff to proceed in developing a plan for Phase I improvements and development of
the following areas:
• City-owned Cargill land—60 net acres,Light Industrial and Highway Business
• EDA-owned Brown land—45 net acres,Business Park
Issue
The EDA has been proceeding with the planning and development of Phase I
improvements in the EDA-owned Brown land,renamed as "Northstar Business Park."
Staff requests the Council's discussion and direction on the attached development schedule
for the city-owned Cargill property.
Overview
The city property includes approximately 60 net acres located southeast of 171st Avenue.
The property is zoned for Light Industrial with a small portion zoned for Highway Business.
Only a portion of the property abuts Highway 10 and is surrounded by privately owned land
on either side which makes for a larger development area. The development area is zoned
• comparatively with the city property. The development area is located within the Urban
Service Area Boundary.

• The property was acquired through a Settlement Agreement with Cargill, Inc. dated August
31, 2000. The agreement limits the development timing of a majority of the property until
September 1,2005,with the exception of the extending the utilities through the area. The
city is required to give Cargill 90 days advance notice prior to the city's commencement of
development.
One of the private landowners has indicated interest in working with the City to develop the
area with city services (to be extended from 1715`Avenue) allowing for new development.
In addition, staff has received interest from several developers for the development of the
area as well.
Staff has drafted the attached development schedule which includes the planning process,
special assessment process for improvements and MNDot request for payment. A great deal
of time will need to be spent coordinating infrastructure improvement plans with the
adjacent landowners.
Recommendation
Staff requests the Council's feedback and direction to proceed with the activities noted on
the attached development schedule.
