I. Call Meeting to Order
Pursuant to due call and notice thereof,the meeting of the Elk River Housing and
Redevelopment Authority was called to order at 5:30 p.m. by Vice Chair Toth.
2. Pledge of Allegiance
The Pledge of Allegiance was recited.
3. Consider 1/4/2016 Agenda
Moved by Commissioner Chuba and seconded by Commissioner Kuester to approve
the January 4,2016, agenda. Motion carried 5-0.
4. Consent Agenda
Moved by Commissioner Chuba and seconded by Commissioner Kuester to approve
the following consent agenda items,with the following change:
Remove Item 4.3 Balance Sheet and Item 4.4 Revenue/Expenditure Report
4.1 December 7,2015 Regular Meeting Minutes
4.2 Check Register
Motion carried 5-0.
5. Open Forum - No one appeared for Open Forum.

7.1 Update on HRA Rehabilitation Loan Program

Colleen Eddy provided an update on the HRA Rehabilitation Loan Program:
• Six projects have been completed to date
• Two more are currently under construction
• $167,044 has been disbursed over the three-year program period
• Current available funds should cover 3—5 new projects
Ms. Eddy noted that this will be the last year of the program and the HRA may want to
consider whether or not they would like to do another program in the future.
7.2 Blighted Properties Residential Forgivable Loan Program
Ms. Othoudt reviewed the revisions to the program which were made after the last
discussion.
Changes were discussed including a minimum and maximum number of points,and
including a preferred number of points, such as 75.
Ms. Othoudt stated she will incorporate the HRA's comments in the loan program
document for consideration at the February HRA meeting.
7.3 Housing Study Presentation — Maxfield Research Team
Ms. Othoudt stated that the Housing Study presentation will take place at a joint session
with the City Council. She reviewed highlights of the study for the HRA.
Vice Chair Toth questioned why there were not comparisons for the period from 2010—
2014. Ms. Othoudt stated she will request that Maxfield elaborate more on 2013 and 2014,
in particular.
Commissioner Chuba asked if the data was shared with the school district. Ms. Othoudt
stated that the data used in the study was taken from the City of Elk River,ESRI and
Sherburne County.
Vice Chair Toth stated he would like a distinction between subsidized and nonsubsidized
rental properties. He stated he did'think the large subsidized complex at School Street and
Freeport was included in rental property data. Ms. Othoudt stated she would check on that.
Ms. Othoudt stated the HRA will be advised on the date and time of the joint session for
presentation of the Housing Study.
7.4 Update on the Small Cities Development Program Grant Application
Ms. Othoudt stated that City of Elk River's pre-application for the Small Cities
Development Program (SCDP)was determined to be not competitive. She will discuss with

CMHP and DEED whether or not it is worth staffs time to continue to apply for this
program and not receive funding.
7.5 Discussion of Bylaws and any Suggested Amendments
No changes were proposed by the HRA for the current Bylaws.

Vice Chair Toth adjourned the meeting at this time.
