The purpose of this memorandum is to provide the EDA with updates on the following

Improvement Project
The underground public infrastructure has been completed, the concrete curb and gutter has
been poured and the base pavement on the streets is in place. Installation of the small
utilities (gas, phone, electric) will begin on November 14th.
Assessment Schedule
The assessment roll was approved by the City Council in early October. The Finance
Department has completed the schedule, which will be certified in December.
Monument Sign
Based on input provided by the EDA in September,Planner Chris Leeseberg will revise the
design for the Northstar Business Park monument sign and obtain construction quotes. To
avoid winter construction costs, the sign will be built next spring.
Grant Agreement
The City will soon enter into a$495,000 grant agreement with the Minnesota Department of
Employment and Economic Development (DEED) for a portion of the infrastructure costs
for Northstar Business Park. This past summer, the City Council adopted a resolution
authorizing the grant application and certifying the availability of a 50% match, which will be
provided by bonds and special assessment to the EDA.
