EDSR 11-04-2005 ITEM # 5. • City of Elk -�-1 River MEMORANDUM TO: Economic Development Authority FROM: Heidi Steinmetz, Assistant Director of Economic Development DATE: November 14, 2005 SUBJECT: Northstar Business Park Update Purpose The purpose of this memorandum is to provide the EDA with updates on the following items: • Northstar Business Park infrastructure improvement project • • Affiance Machine, Crystal Distibution, Inc. (CDT), and Medical Extrusion Technologies (MET) projects Improvement Project The underground public infrastructure has been completed, the concrete curb and gutter has been poured and the base pavement on the streets is in place. Installation of the small utilities (gas,phone, electric) will begin on November 14th. Assessment Schedule The assessment roll was approved by the City Council in early October. The Finance Department has completed the schedule,which will be certified in December. Monument Sign Based on input provided by the EDA in September,Planner Chris Leeseberg will revise the design for the Northstar Business Park monument sign and obtain construction quotes. To avoid winter construction costs, the sign will be built next spring. Grant Agreement The City will soon enter into a$495,000 grant agreement with the Minnesota Department of Employment and Economic Development (DEED) for a portion of the infrastructure costs for Northstar Business Park. This past summer, the City Council adopted a resolution authorizing the grant application and certifying the availability of a 50% match,which will be provided by bonds and special assessment to the EDA. • Northstar Business Park Update November 14,2005 EDA Meeting Page 2 of 2 • Alliance Machine, CDI, and MET Alliance Machine Alliance Machine's Vice President Bryan Provo provided staff with the following project update: the walls will be completed by Nov. 315x, the roof will be added the first week of December and the building will be fully enclosed shortly thereafter. CDI The Mutual Driveway Encroachment Agreement between the EDA and CDI was revised per the EDA's October 17th recommendation and will be executed shortly. It is anticipated that CDI's ground breaking will be held by the end of this month. Staff will contact the EDA by phone and e-mail. CDI's President/Owner Pat O'Brien provided staff with the following project update: CDI's parking lot and curbs are completed, on Dec. 5th' the structural steel will arrive on site, on Dec. 12th the panels will arrive, and on Jan. 1', the building will be completely weather tight (installation of roof, doors and windows completed). MET MET's project manager provided staff with the following project update: the sanitary sewer and water service are connected, the storm sewer will be completed in 2-3 days, the footing work has begun, the site grading continues, the panels will arrive onsite on Dec. 6th, and the steel will arrive shortly thereafter. 410 •
