Background
410 The Economic Development Strategic Plan provides a framework for the Commissions to
work within and focuses staff energies on those priority areas important to the economic
health of the City.
The first Economic Development Strategic Plan was adopted in May 1997. At its two-year
anniversary in May 1999,the EDA determined that the original Strategic Plan should be
updated. It is now 4 years since the most recent revision to the 2000-2003 Plan.The EDA
has included in its 2004 budget an amount up to $3,500 for the update of the Strategic Plan.
At its December meeting,the EDA supporting an update of the Strategic Plan and directed
staff to continue discussions with Jim Brimeyer, of The Brimeyer Group,to outline a
proposal to include the process, cost and timeframe to complete the Plan update.
Proposal from The Brimeyer Group. Inc.
The attached proposal is consistent with staff's discussions with Mr. Brimeyer. Staff and
Mr. Brimeyer recommend that the process include the following participants,totaling 27
people:
• EDA Commission
• HRA Commission
• City Council
• EDA Finance Committee
• EDA Business Incubator Advisory Committee
• • EDA Marketing Committee

• • Staff(Economic Development,City Administrator,Utilities Manager,Director
of Planning, and Building&Environmental Administrator)
The approach for updating the Plan would include two 4-5 hour sessions. Mr. Brimeyer
suggests that the EDA could start the process as early as February.
The proposed fee for consulting services,including preparation, facilitating sessions and
preparing summary report,is $2,800.
Recommendation
Following discussion, staff recommends the EDA consider approval of the Proposal for
Consulting Services, from The Brimeyer Group, Inc., for the purpose of updating the
Economic Development Strategic Plan.
